Review of the proposed Article ha-s been -made by the <br />following: Affordable Housing Committee, Zoning Board of <br />Appeals, Planning Board, Assessing Director., Town Planner, <br />and Health Agent. <br />In response to Mr, Casey' concerns, clause A has been <br />included whereby the principal dwelling unit shall not b <br />occupied by anyone other than the property owner as listed <br />on the latest recorded deed. <br />He is uncertain as to how a cap on the number of <br />adults and children in residence could be enforced. <br />However, there is a maximum 2-bedroom restriction <br />(including any such space d'escribed as studio/library) . <br />There is also a maximum square foot requirement. <br />The current By-law addresses the issue of the number <br />of registered vehicles allowed at a residence, enforceable <br />by the Building Inspector. <br />Driveway issues have not been specifically addressed <br />within the proposed Article. <br />-.Landscap-in.g. issues...shouidbe --add-ress . - y Site. Plan. - - <br />Review process. <br />The Zoning Board of Appeals should address fines <br />regarding absentee landlords. <br />The reference to Fire and Health Departments would <br />actually fall under th-e Building Code. <br />Mr. Smith made reference to Special. Permit notations <br />in G and H of proposed Article 1. <br />It was the general consensus of the St-aff/Board to. <br />discuss this Article further at the next meeting, as well <br />as to provide further discussion with the Affordable <br />Housing Committee. <br />Don Dyers commented on his agreement with the Article <br />n whole, with the exception of section C -- Special Permit <br />ownershipdefin-itive time period control issues. <br />There was some Board discussion rewarding the <br />possibility of a Special Permit review process. <br />
