Chairman Waygan <br /> interpreted Coal 3 as sharing resources rather than pursuing a cap and trade option. Chairman waygan <br /> also described the challenges of creating affordable housing on Cape Cod due to the fragile environment, . <br /> sole source aquifer, abundant-wetlands and ti mited space and suggested the need for-greater flexibility for <br /> affordable housing.on the Cape. Mr.. udala noted that 40B was established because towns did not wish <br /> to be the prune location for affordable housing. Chaininan waygan suggested that the regional effort be <br /> Coal 3 but the idea of region couunting toward i o°o could be an objective. Mr. Newton suggested that <br /> the Cape Cod Commission could lead a regional Fort and the Chair agreed. <br /> Chairman Waygan referenced the 1998 LCP#2 Coal en swing equal oppoftunity in housing, which has <br /> been deleted from the current list of goals. The Chair suggested making the statement an objective under <br /> the new Coal #1 which would coincide with goals being promoted by the Cape Cod Commission. Mr. <br /> udala confirmed that the LCp must be consistent with the Regional Policy Plan. Selectman Richardson <br /> questioned the possibiliity of enmxdng thatM&dipee residents have preference for affordable housing <br /> in Mashpee. Mr. Fudala responded that the stone allows 2/3 of housing to berestricted to residents. The <br /> Chair suggested that an objective should be-added under Goal ] staging that, as the law allows, local <br /> preference should be a consideration in all of the lotteries for affordable housing. Chairman wagan <br /> suggested that the Affordable Housing Committee needs to adopt the definition of local preference for the <br /> town, such as current residents, households with children in the schools or workers of the town, and needs <br /> to be approved by DHCD. The Chair will send additional information to Selectman Richardson. Mr. <br /> Newton suggested having the Affordable Housing Committee take another look at the document prior to <br /> having the planning Board approve it. <br /> Regarding the Health & Human Vices Goals and objectives, Mr. Newton suggested that the Board <br /> review the 20 page report, adding that some of the figures will change with the new census information. <br /> Mr. Newton reported that many of the goals and objectives come from the County Human Services <br /> Department.ent. The Chair questioned whether-the Board should be commenting on the Health &Human <br /> Services component and Mr. Newton suggested that the data should be updated. Selectman Richardson <br /> questioned the range of services available and the Chi referenced the goals from the 1998 LCp. Mr. <br /> Newton suggested having the Health& Human Services Committee and the Director of Human Services <br /> Gail Wilson look more closer at the documents. The Chair also offered the possibility of workshopping <br /> the documents with the Planning Board. <br /> Mr. Newton reported that the Economic Development foals& objedWes has been drafted with current <br /> information. The Economic Development Industrial corporation(EDIC)has been responsible for <br /> creating new jobs and ng new business to Mashpee. Mr. Newton plans to get input from the EDIC <br /> to provide to the planning Board, 11 r. Newton referenced his SWOT Analysis document, noting that the <br /> economy has changed greatly-and is reooving slowly which mggests the need to change the approach <br /> used in I998. The SWOT Analysis reviews the current demographics and the economic conditions of the <br /> community. Conclusions from state statistical information allow analysis ofth factors regarding the <br /> community's strengths and weaknesses, external factors of qWruwfty and threats from the economy. <br /> Mr. Newton also considered a business sector analysis of existing businesses in Niashpee and assessed the <br /> stronger and weaker businesses, such as construction, and compared the businesses-to identify what <br /> would be a goad match for M shp e. Mr. Newton ced the chart of strengths, weaknesses, <br /> opportunities and threats and discussed the examples listed on the chart and the weighting system. Mr. <br /> Newton also referenced the matrix on the following page and disamsed examples such.as expanding <br /> tourism with the addition of hotels_ Mr. Newton discussed the retail strengths at Mashpee Commons, <br /> Southport and Deer Crossing. fir.
