The Chair responded that there would be some form of public comment. <br /> Mr. Fudala stated that Economic Development is being worked on and that Assistant Town Planner Bill <br /> Newton has worked on Affordable Housing-and Health& Human dices. The open Space Plan has <br /> been updated and is essentially the same document filed with the state in 1998 and since updated in order <br /> t seek state and federal funds. The Open Space document presented to the Board includes both the 1998 <br /> Goals and Objectives and the 2009 Conservation Commission approved Open Space Goals and <br /> Objectives which should be complete. <br /> Mr. Newton reported that a draft of the Affordable Housing component of the LCP has been reviewed by <br /> Mr. Fudala and by the Affordable Housing Committee. fir. Newton expressed concern that the data <br /> needed for Affordable Housing is outdated 2000 and new figures will not be available until the 2010 <br /> Census results are released. Mr. Newton indicated that the Goals and Objectives listed for Affordable <br /> Dousing are very preliminary and, as a result of the-use of outdated figures, will require additional <br /> updates. Regarding Goal 1, the goW has not changed from the previous plan and Goal 2 is a new goal. <br /> Mr. Newton suggested that Goal 3 may be the more contrDversial goal due to its emphasis on addressing <br /> . Fordable housing on a regional basis in an effort to move toward reaching the goal of10%affordable <br /> housing. Mr. Newton recommends updating the new affordable housing figures prior to assessing <br /> whether a regional model would be suom fid on Cape Cod. Mr.Newton noted that a similar regional <br /> effort in New Jersey has proven to be unsuccessful, but that it may be worth exploring further. Chairman <br /> Waygan suggested that there is mendous p t nfW to work with the Cape Cod Corrmndssion on regional <br /> affordable housing issues, referencing a ready-to-rent list for affordable development. The Cyr liked the <br /> ideas and the potential for collaboration. Mr. Newton did not feel that it would be a costly undertaking. <br /> Chairman w ygan recommended editing the bullet point referencing"other states' and changing the <br /> wording to"other communities."' Mr. Mullin also noted that other states have different legislation other <br /> than 40B and Mr. Petersen added that what may work in California may not work in Massachusetts. Mr. <br /> Newton also suggested the possibility of tweaking 40 . <br /> The-Chair referenced Goal 1 and suggested adding an objective to caphWize the municipal Affordable <br /> Dousing'Trust Fund and ensure that the Trust air has enough money to pursue property for affordable <br /> projects. Selectman Richardson reported that there was approximately 2 7,0 0 in-the'Trust and that the - <br /> Community Preservation Committee has agreed to transfer funds on an annual basis ini ediately to the <br /> Affordable Trust. Mr. Fudala' reported that the st erent was initially drafted so that the <br /> environ rnent was not demmyed in the process of developing affordable housing. A similar statement also <br /> appears in the Economic Development Goals. Selectman Richardson questioned accessory apartments <br /> and Mr. Fudala responded that Maklipee chose not to require accessory apartments to-be affordable, which <br /> is a loss toward the 40B count. Selectman Richardson supports the idea of using legislation, whether it is <br /> state or municipal, to enhance the availability of affordable houingr Chairman 1aygan agreed that many <br /> affordable housing programs do not fit on the Cape due to runes and regulations that may create <br /> impediments to developing affordable housing. T'he Chair suggested adding the concept as an objective <br /> wader Goal 3 in the C APA statement"how other states are addressing the problem and to remove the <br /> impediments to creating affordable housing, including creating more flexibility for housing programs on <br /> the Cape." Selectman Richardson also described a company in Vermont that creates LEED approved <br /> modular homes for$147,000 which could be considered for an affordable home in Mashpee.
