John Lipman clarified this process to be a planning <br /> exercise that uses predominantly resource layers as a guide <br /> for planning. The purpose of the resource la,yer is not an. <br /> automat. guide to locating growth, but rather a guide to <br /> direct growth areas with consideration to the resource <br /> layers, as well as historic perspective and existing <br /> growth.
