The Consulting Engineer addressed the matter of the <br /> remai-nder of lard left to develop, Best Management <br /> Practices, and the Zoning Byla'w regarding the t-reatment o <br /> stormwater. Drainage patterns and the reduction of the <br /> amount of impervious cover are possible solutions. <br /> More importantly is addressing conditions in those <br /> areas that have already been built . He suggested that <br /> these areas be improved, by regulation, at the .time when <br /> they are rebuilt. He suggested implementing Best Management <br /> Practices, upgrade drainage systems, improvements at <br /> discharge points and retention areas. <br /> The Tow-h Planner stated that Town roads have not been <br /> designed to remove nitrogen through drainage . <br /> The Consulting Engineer suggested considering <br /> alternatives to road construction, low impact construction. <br /> He also suggested devising a . ilot program that would track <br /> the wat-er when it drains from the system. <br /> Myrna Nuey volunteered to investigate available grant <br /> programs in this regard. <br /> The Chairman asked Mr. Rowley about permeable <br /> pavement, which allows water to soa,k into the ground. <br /> The Consulting Engineer explained this material has <br /> not been used in Mash pee, it is a porous pavement that <br /> allows a certain amount of water to infiltrate. It does <br /> not do anything to improve nitrogen impacts, nor- does it do <br /> anything when the ground is frozen. <br /> When asked by the Chairman, the Consulting Engineer <br /> suggested the existing Stormwater Bylaw be revised to have <br /> more in common with the way the Zoning Bylaw is written. <br /> DEP regulations, Best Management Practices can be utilized <br /> whether or not there is a wetland nearby. Upgrade methods <br /> of calcula-ting runoff to reguIre more detailed <br /> calculations . He suggested the designers be provided some <br /> flexibility regarding methods of con t uction and design as <br /> it relates to the system. Reference to DEP Stormwater <br /> Management Regulations would be a good starting place. <br /> More emphasis could be directed at requiring more land for <br /> open space, in order to direct storm drainage along with <br /> the use of vegetated swales. Also, advantage should be <br /> taken of the topography of an area, designed in such a way <br /> 10 <br />
