Attorney Kenney introduced Brian Dacey, Manager; <br /> Arthur Traczyk, Town of Barnstable representative; Bob <br /> Nelson, Town of Mashpee Chairman Zoning Board of Appeals; <br /> and Bruce Besse. <br /> Making reference to the visuals Attorney Kenney <br /> indicated the project location/entrance. said proposed <br /> project is a 12 -lot subdivision, with a double entrance <br /> from Route 28 . He indicated the proposed location for the <br /> sewer treatment plant. <br /> Attorney Kenney reported that at one of the first <br /> negotiating sessions Mr. Nelson made it clear that the Towin <br /> of Mashpee position would be that there would be nothing <br /> coning off Route 28 . <br /> As a result of negotiations changes have been made t <br /> the plan. The entrance from Route 28 is now a ,.right turn <br /> only" in response to concerns raised by the Cotuit Fire <br /> Department. The main entrance to the subdivision will b <br /> off Noisy Dole Road. The subdivision has been reduced from <br /> the originally proposed 128 residences to 1 , in order to <br /> accommodate the entrance. <br /> Attorney Kenney indicated the location of the <br /> wastewater treatment plant, at the corner of Noisy Mole <br /> Road, being the low point of the property, which will <br /> enable the system to work on gravity and eliminate a <br /> pumping station. He pointed out the Zone II lime of <br /> contribution to the Mashpee public water supply well, as <br /> well as the limit f Zone II to the Cotuit water Company <br /> public water supply well . He indicated where the leaching <br /> .gelds a-re being proposed, explaining they will be- located <br /> outside of the Zone II contribution to water supplies. <br /> Attorney Kenney clarified the condominium owners will <br /> have deed restriction regarding respons-ibility for the <br /> maintenance of said wastewater treatment plant. Reserve <br /> accounts will also be required. <br /> Attorney Kenney stated the proposed wastewater <br /> treatment plant would read in below 5ppm. He explained the <br /> c round ratear storm rater would coo into the beds 'and further <br /> dilute nitrates at the property lime, at approximately 2 . 3 <br /> to 2 . 5 ppm total on the entire project (all sources of <br /> nitrate) . <br /> 5 <br />
