regarding Planning Board Jurisdiction of the commercial <br /> aspects of the project. <br /> It is Mr. Taliman' s belief that the Planning Board <br /> does have jurisdiction over the project and that Mashpee <br /> Commons should proceed under the Planning Board process. <br /> However,, -he feels that Mashpee Commons is not required <br /> to file at the moment, but eventually will need to do so in <br /> order to address 4-OB issues. <br /> Mashpee Commons has filed a-s a DF I with the Cape Cod <br /> Commission. <br /> It was the consensus o-f the Planning Board to request <br /> from the Town Manager aproral. for Town Counsel opinion <br /> regarding the matter of Planning Board jurisdiction in the <br /> matter of the Ma-shpee Commons project . <br /> The Town Planner also mentioned that at some point <br /> with!ln the process the Planning Board is required to <br /> approve the street names chosen for this project . <br /> Discussion <br /> Town of Franklin Best Development Practices Guidebook <br /> The Chairman made reference to the Town of Franklin <br /> Best Development Practices guideboa , asking for comments <br /> from the Board Members . <br /> Lee Gurney stated her approval, commenting that it <br /> appears to be a clear way to present information to the <br /> developers. <br /> The Chairman questioned the method used to codify the <br /> practices as- official town policy. The document states, <br /> "'...That any , roJect proposed within the Town of Franklin <br /> that requires Planning Board or Zoning Board of Appeals <br /> approval shall comply with the requirements of this <br /> gu i boo- " . <br /> The Town Planner suggested that perhaps this could be <br /> accomplished through Pla.nnin,g Board and Zoning Board of <br /> Appeals regulations, which provides the option to waiver if <br /> deemed appropriate. <br /> 7 <br />
