The chairman called this matter to order and <br /> recognized Edward Pollack, Chairman of the Stratford Pond <br /> Trustees.. <br /> Mr. Pollack explained that. the condominium development <br /> wastewater treatment plant has always been in compliance, <br /> however the DEP has raised the standard in their new <br /> permit. Applicant Is trying to determine a way to meet <br /> said new standards. He stated it would require <br /> approximately half a million dollars to make capital <br /> improvements to the existing plant, requiring a new <br /> building and equipment. Also, continuing monitoring <br /> requirbMients would cost approximately $20, 000 . 00 per year. <br /> Applicant has hired Goldman Environmental consultants, <br /> Inc. to provide- alternatives, and they are proposing t <br /> reroute the effluent to an area located outside of the Zone <br /> II encroaching upon open space required under the special.. <br /> Permit . <br /> The proposal would require the creation of a new <br /> leaching field, abandoning the old site. <br /> 'The chairman informed the Applicant of the requirement <br /> under the Planning Board Special Permit to meet 5 ppm. <br /> The c ai an then recognized Brian Donahoe, Nice <br /> I <br /> t <br /> President of Goldman Environmental Consultants, Inc. , who <br /> addressed the issue of site concerns raised by the DEP. <br /> The Chairman clarified that the Applicant is required <br /> to address the requirements In their Special Permit <br /> regarding 5 ppm. <br /> Mr. Donahoe made. reference to the location of the Zone <br /> II well . His firm has been asked to meet the DEP permit <br /> requirements regarding nitrogen and solid removal . He also <br /> addressed the matter of water reuse standard policy. DEP <br /> has tentatively approved the open space area, as it is a <br /> appropriate distance from the wetland resources and <br /> groundwater table. This would allow the Applicant t <br /> return to their pre-existing permit, and -save approximately <br /> 00, o00 . oo in capital costs, as well as approximately <br /> 0, 000 . 00 per year in additional monitoring/operating <br /> costs. Some preliminary design work has been completed <br /> showing the routing. of a forced main from the existing <br /> treatment plant to the proposed relocation. <br /> 12 <br />
