Nuey, and Harvey Cohen . <br /> Other Items <br /> MMR Joint Land Use Study <br /> Sharon Rooney, Cape Cod Commission <br /> Brian Nickerson, MM <br /> The Chairman recognized Sharon Rooney of the Cape Cod <br /> Commission who began the presentation: <br /> The Joint Land Use Study was completed in October 2005 <br /> for the Massachusetts Military Reservation. She provided <br /> an overview of some of the items, the purpose of the study, <br /> and those who participated in the study, the need and <br /> establishment of the study area . A description of land use <br /> and zoning issues covered in the report, a review of build <br /> out anal-ys-is-, Chapter 40B developments, wireless <br /> facilities, and general recommendations of the report . <br /> The study was funded by the Department of Defense <br /> Office of Economic Adjustment through a grant and eras an <br /> 1 -month process, designed f'or a cooperative land use <br /> planning effort between the milita-ry and the surrounding <br /> Towns of Falmouth, Sandwich, Mashpee and Bourne. The goal <br /> is to minimize surrounding land use conflicts between <br /> military installations and nearby communities. <br /> There was a Policy Committee, Technical Advisory <br /> Committee with technical support from the Office of <br /> Economic Adjustment. <br /> The need for the study arose from the population <br /> growth on t'he Cape over the past decade, particularly <br /> [ ashpee and Sandwich; and the resulting pressures and <br /> conflicts between the existing Base operation's and the <br /> surrounding communities. Aircraft noise, accident <br /> potential from the- Air National Guard Base and the <br /> potential hazard to air navigation from wireless facilities <br /> were also factors. <br /> The study area included the major roadways surrounding <br /> the Base, Route 1.3 , Route 11, Route 2 , and Route 6. The <br /> air safety zones were defined as the end of the runways at <br /> the National Guard Base were also included. The highest <br /> potential areas for accident were indicated as Zone I and <br /> 1 <br />
