Rowley clarified that he is not concerned with <br /> issues surrouriding the groundwater discharge permit. He is <br /> concerned with those issues related to the Special. Permit <br /> which wa-s approved by the Planning Board for the project as <br /> a whole that are being compromised by the proposed <br /> construction, <br /> Mr. Rowley explained his function to inspect <br /> construction as it takes place . He is concerned with the <br /> type of details that concern the- Planning Board -such as <br /> groundwater, flow direction, ground and groundwater <br /> elevations. <br /> Mr. Dona-hoe then made reference to a plan en-titled., <br /> "Stratford Pond. Condominium Trust, Mashpee, MA, Special <br /> Permit Modification, L a hing Area Relocation in the Town <br /> of Mashp.ee, site Plan" . <br /> Mr. Rowley stated he is not comfortable with the <br /> elevation changes., they remain unclear. <br /> The Chairman determined at this point, that in all <br /> fairness the Planning Board could not sit and analyze the <br /> plan during the meeting. Plans should have been -made <br /> available to the Board prior to t-he meeting for review. <br /> She acknowledged Applicant is asking the Planning <br /> Board if they agree with the concept of using open space <br /> for- this particular proposed change. In order to make such <br /> a determination the Planning Board would requi-re the <br /> answers, data, and information posed by Mr. Rowley in order <br /> to determine impacts to the proposed relocation of the <br /> leaching fields and its acceptability. <br /> John Halacis agreed with the Chairman, stating Mr. <br /> Rowley' s concerns must be satisfied. <br /> Dennis.
