r <br /> Attorney Schaeffer explai-ned that the condominiums are <br /> served by are -site wastewater treatment plant operated by <br /> the Trustees, pursuant to the condominium documents on <br /> behalf o-f all of the unit owners. The plant is located <br /> within a developed portion of the site and discharges into <br /> a leaching facility. Applicant is proposing conversion <br /> into a more efficient leaching field. <br /> In- February 2.006, the DE-P issued a new (groundwater <br /> discharge) permit, imposing more restrictive effluent <br /> limitations; as we'll s increasing the Trustees obligation <br /> to test and sample the effluent. This particular plant is <br /> located within a water supply protection zone. <br /> It became evident that the existing facility located` <br /> on-site cannot meet a number of the effluent restrictions, <br /> or the increased sampling. The costs to upgrade the <br /> existing facility to meet the new permit would be <br /> prohibitive in excess of $500, 000 . 00, in addition to an <br /> approximate $25, 000 . 00 per year for additional costs for <br /> monitoring . <br /> Discussions 'between the Trustees and the DEP have <br /> taken place with one potential being to relocate the <br /> leaching facility outside of the Zone II . DEP has <br /> expressed their support for this alternative of pumping the <br /> effluent from the existing plant to another location on- <br /> -site, outside of the Zone II , within the dedicated open <br /> space. The approximate size of the area would be a 1 o o-ft . <br /> by 10 -ft . portion of the 4.6-acre open space, located <br /> within the wooded area, and should not be visible from the <br /> roadways or abutting properties. The site would be below <br /> grade and would be seeded to eventually grow natural <br /> plant . There will be no changes to the effluent or any <br /> other environmental aspects of the wastewater treatment <br /> plant . <br /> The Trustees are requesting Planning Board <br /> consideration of this proposed minor impact upon the open <br /> space. <br /> Attorney Schaeffer stated the plant has been meeting <br /> DEP requirements of l ppm total nitrogen, as well a-s the <br /> additional requirement of the Special Permit of ppmn- <br /> nitrate nitrogen. <br />
