The chairman called this matter to order and recognized Mark Dedecko, Cape Harbor Homes, who requested security release for the oak Leaf Estate subdivision. Mr. Dedecl o stated everything has been completed with the exception of grass seed/planting. He has spoken to [fir. Rowley and they have agreed upon a figure . The chairman made reference to a letter dated August 16, 2006, from Mr. Rowley in which a cost adjustment for re-seeding in the approximate amount of 2 -0 . o o 1 . In his letter, Mr. Rowley recommended the remaining security be returned to Mr. Dedec? o. There being -no further discussion the chairman entertained a motion. MOTION: Dennis Ba-l. arini made a Motion to reduce the amount of the Performance Guarantee to $2800 . 00, for grass re-seeding; which Motion was duly seconded by Lee Gurney and so voted unanimously. (At this point the Chairman declared a five-minute recess . The Planning Board Meeting was reconvened at 8 : 0 P.M. ) Public Hearing Stratford Pond's Condominium Association Modification to the special. Permit The Chairman read the Public Hearing notice into the record and- called the Public Nearing to order. The chairman read into the record the recommendation received from the Conservation Commission, Steven Solbo, Conservatioh Agent, dated September 20, 2 0 : "After reviewing the plans for the relocation of the leaching field at Stratford Ponds, the Conservation Department has the following concerns . 1 The plans that have been submitted are insufficient; the plans do NOT clearly show where the edge of wetland is located clearly. 2 In the field the wetland, nor the leaching field has been properly flagged, thus a determination in the field is impossible in respect to figuring out exactly how far the impact will be from the wetland edge. The following course of action i suggested for the Applicant. 1 Request that a site visit be scheduled with th'e Conservation Agent, and the 9
