r Applicant' s wetland corsultant to discuss where the wetland lire should be, and also mark out where the leaching field is, so that the Conservation Department can rake recommendation as o what type of filing will be needed. 2 Submit a Request for' Determination of Applicability (RDA) , thus starting the permitting procedure. However, the current plans will not -meet the standards of current regulations regarding plan submittal . All in all, at this current time, the Conservation- Department, is not comfortable with the plans that have been submitted as they a-re vague and clearly do not show the relation of the project to the. resource area edge . " The Chairman also read into the record a memo dated September 20, 2006, from Tom , ayo, Assistant Town Planner, regarding Stratford Ponds Relocation of Leaching Field: "On September 12, 2006, Brian Donahoe of GEC {consultant for the Applicant) ,, Charlie Rowley, -and myself met to r discu s what needed to -be done with regards to the application for special permit modification at Stratford Ponds Condomin-ium . The result of this meeting was a 'checklist' of items that outlined the steps necessary for e to be comfortable enough with the submittal to tell the Board that all of the applicable requirements have been addressed. This checklist is outlined i-n the memo written on September 12 by Brian Donahoe and titled, "surnrary .. meeting.. ,b Most of the-se items have been addressed and a-re represented on the newest set of plans . However, concerns Mill exist with regards to the- extent of the nearby wetlands and wetlands buffer zones and how they relate to the proposed leaching area. This item is -addressed in a letter submitted to the Board by Steven Solbo, Town of iashpee Conservation Agent . In ad d-i ion, there are inconsistencies with regard to the elevation listed on the plans and e�leva-tions listed on the detail sheet . Considering this, I recommend that the Board continue the Public Dearing and request the plan be updated and that the recommendations outlined by the Conservation- Agent be followed. Further, I recommend that When a new final set of plans is complete that they be delivered at least one week in advance of the scheduled Hearing and that a meeting in person or be conference call) between Charlie Rowley, myself, and the Applicant take place prior to the Dearing date to ensure that all issues have been addressed satisfactorily before we come before the Board again, ' 10
