r <br /> Applicant' s wetland corsultant to discuss where the wetland <br /> lire should be, and also mark out where the leaching field <br /> is, so that the Conservation Department can rake <br /> recommendation as o what type of filing will be needed. <br /> 2 Submit a Request for' Determination of Applicability <br /> (RDA) , thus starting the permitting procedure. However, <br /> the current plans will not -meet the standards of current <br /> regulations regarding plan submittal . All in all, at this <br /> current time, the Conservation- Department, is not <br /> comfortable with the plans that have been submitted as they <br /> a-re vague and clearly do not show the relation of the <br /> project to the. resource area edge . " <br /> The Chairman also read into the record a memo dated <br /> September 20, 2006, from Tom , ayo, Assistant Town Planner, <br /> regarding Stratford Ponds Relocation of Leaching Field: <br /> "On September 12, 2006, Brian Donahoe of GEC {consultant <br /> for the Applicant) ,, Charlie Rowley, -and myself met to <br /> r <br /> discu s what needed to -be done with regards to the <br /> application for special permit modification at Stratford <br /> Ponds Condomin-ium . The result of this meeting was a <br /> 'checklist' of items that outlined the steps necessary for <br /> e to be comfortable enough with the submittal to tell the <br /> Board that all of the applicable requirements have been <br /> addressed. This checklist is outlined i-n the memo written <br /> on September 12 by Brian Donahoe and titled, "surnrary .. <br /> meeting.. ,b Most of the-se items have been addressed and a-re <br /> represented on the newest set of plans . However, concerns <br /> Mill exist with regards to the- extent of the nearby <br /> wetlands and wetlands buffer zones and how they relate to <br /> the proposed leaching area. This item is -addressed in a <br /> letter submitted to the Board by Steven Solbo, Town of <br /> iashpee Conservation Agent . In ad d-i ion, there are <br /> inconsistencies with regard to the elevation listed on the <br /> plans and e�leva-tions listed on the detail sheet . <br /> Considering this, I recommend that the Board continue the <br /> Public Dearing and request the plan be updated and that the <br /> recommendations outlined by the Conservation- Agent be <br /> followed. Further, I recommend that When a new final set <br /> of plans is complete that they be delivered at least one <br /> week in advance of the scheduled Hearing and that a meeting <br /> in person or be conference call) between Charlie Rowley, <br /> myself, and the Applicant take place prior to the Dearing <br /> date to ensure that all issues have been addressed <br /> satisfactorily before we come before the Board again, ' <br /> 10 <br />
