Regional Impact decision issued by the Cape Cod Commission regarding the Project on <br /> September 21, 2000. <br /> 6. No signs and related structures or landscaping may be constructed in conjunction with this <br /> project on or over public property until said construction has been approved by the <br /> Mashpee Board of Selectmen and all of the provisions of Article X, Section 174-57 of the <br /> Zoning Bylaw regarding bonds and liability insurance for such signs, as well as any other <br /> applicable requirements of the Board of Selectmen or Department of Public Works, have <br /> been met. <br /> 7. The Applicant shall submit to the Board three copies of as-built plans of all underground <br /> utilities, including drainage structures, prior to issuance of the last roadway covenant <br /> release for lots in the project. <br /> 8. The Applicant agrees to reasonably cooperate with the Mashpee Sewer Commission in <br /> planning and development of a municipal sewer system, including the feasibility and terms, <br /> based on mutual benefit, of including any wastewater treatment facilities constructed for <br /> the project as part of such municipal system. <br /> 9. Roadway drainage shall be directed into solid deep sump catch basins which overflow to <br /> Grassed "Biofilter" Swales, to be designed, constructed and maintained similarly to the <br /> specifications for Grassed "Biofilter" Swales described in Chapter 3, Section 3.13-1 of <br /> "Stormwater Management, Volume Two: Stormwater Technical Handbook", dated March <br /> 1997 prepared by the MA Department of Environmental Protection and the MA Office of <br /> Coastal Zone Management. The depth of soil or soil / sand mix in said swales shall be <br /> determined based on best biological evidence relative to nitrogen removal characteristics <br /> and shall be revised, including revised plan sheets 4-8, prior to signature of this special <br /> permit and of the definitive plan of the subdivision by the full Planning Board. Said swales <br /> shall be planted with Lofts Ecology Mix or appropriate Cape Cod grass mixes, typically <br /> including little bluestem, sheep fescue and hard fescue, with a mix suitable for damp areas <br /> at the bottom of the swale and a drier area mix on upper slopes and edges. All catch <br /> basins shall be inspected annually for sediment buildup and shall be cleaned when half the <br /> available capacity of the deep sump has been used or at a minimum of once per two years. <br /> Cleaning shall take place during early spring or more frequently if applicable. The swales <br /> shall be inspected annually, with additional inspections scheduled during the first few <br /> months to make sure that the vegetation in the swales becomes adequately established. <br /> They shall be inspected for slope integrity, soil moisture, vegetative health, soil stability, <br /> soil compaction, soil erosion, ponding and sedimentation and repairs made as necessary. <br /> Regular maintenance of the swales shall include mowing, fertilizing (only if necessary), <br /> liming, watering (if necessary), pruning and weed and pest control. The swale shall be <br /> mowed at least twice per year, but not too often, and shall be cut no shorter than four <br /> inches in order to maintain the effectiveness of the swale. Grass clippings shall be <br /> removed. Sediment and debris shall be removed manually at least once per year, before <br /> the vegetation is adversely impacted. Swales shall be re-seeded and re-established as <br /> necessary to maintain a dense growth of vegetation. A report on the maintenance <br /> activities undertaken during the previous year and the condition of the catch basins and <br /> biofilter swales shall be provided to the Planning Board annually before January 31. <br /> -5- <br />
