William Hnhy, Attorney representing the.Water District was the next to take the floor. H <br /> began by providing some history on this project. He said that the water district has array <br /> been concerned with this project, especially in regards to the discharge of wastewater. He said <br /> that the current plan is unacceptable and that the Water District is gravely concerned. There <br /> was some discussion about CCC,juriditin. He feels that they do have such jurisdiction. <br /> Dick Terror asked if a MEPA review-would be enough to satisfy the Water r District. flair. <br /> H n hl y talked about the total demand versus the shortage of water supply. He went into <br /> great detail about this. He talked about the possibility of exploring new sources of water in <br /> Mashpee and hoer they could not go at a faster pace to keep up. <br /> Gabrielle B lfit was the next to speak on behalf of the Water District. She mentioned concerns <br /> about the density of the area. She explained that the key to minimizing density is to keep land <br /> use out of the protection area. She said that the area as proposed, doesn't represent density <br /> like anywhere else on Cape Cod and that's it's going to create one of the most densely <br /> developed'wealth and protection areas on Cape Cod. She said that the issue of nitrogen <br /> loading is only partially, not fully addressed. They are strongly suggesting that if development <br /> is done in this area, that it's totally redesigned! i.e., disturbance area is greatly reduced; more <br /> open space is provided. She said as proposed* this is unacceptable. She talked about <br /> problems with applying for the groundwater discharge permit. Dick Terry asked if these <br /> concern'concern's were brought to MEPA's attention. She said yes, but that they have heard nothing. <br /> William Hen h y again had some remarks about seeking help from the Planning Board and <br /> the citizens of Mashpee in speaking out against this project. <br /> Beverly Kane expressed confusion as to why the CCC was hesitant about taking jurisdiction, <br /> as the project has many more impacts than the original special permit proposed, specifically, <br /> the impact on town drinking water. Long detailed discussion ensued. There was talk about the <br /> Zoning Board's involvement. Dennis said he thinks this will end up before a judge. <br /> Martine thanked everyone for corning. Public hearing ended. <br /> John F o lri u s; C naumet Highlands/Balfour Lane.,and S utln rin8 Circle <br /> Mr. Rodrigues said he said he originally canna before the Board to ask for right of way for his <br /> driveway and at that time Board suggested combining the lot in front to give .frontage for <br /> Balfour Lane. He went before the ZBA who approved this merging. He supplied filing fees, <br /> copies: application forms, and presented them to the Board for signatures. Martine signed the <br /> rnylar. but the applicanteras askd t� provide 24 " copies f the plan in accordance with <br /> the subdivision regulations- <br /> Motion by Dennis to grant ar waiver on Lot # 2 from 150 ft. down to 100 ft. Seconded by Dick; <br /> unanimous. -= <br />
