James Leonard commented that aesthetically, the design is one of the best public <br /> spaces within the Town of Mashpee,,but if the Applicant feels changes are necessary, that <br /> he would consider the proposal. <br /> Mr. Talanian explained that the sidewalk on one side will be approximately 20-f . <br /> wide with seating benches and the sidewalk cafd at Heather's. The sidewalk space on the <br /> other side will be approximately 10-ft. wide. The poles,benches and trees will be moved <br /> to one side. There will be hot top with granite curbing,.the sidewalks will remain brick, <br /> and the islands will be-moved in order to make more room at Roche Bros. The two <br /> parking spaces at the dry cleaners will be eliminated in order to construct a wide <br /> sidewalk. <br /> Mary waygan presented some photographs indicating how the plaza area has <br /> been used to benefit the community. She frequents South Cape Village and likes the <br /> design. She feels that the gemstone is the pedestrian mall, and that she and her family as <br /> well as others find great enjoyment there. She feels that it adds value to the project and <br /> draws her to this commercial center because it.is a quite space. She did recognize the <br /> vacancy issues, however. She did present slides of some of the summertime Library <br /> everts conducted in the plaza that attracted between 1 o- o people. She also mentioned <br /> that the Chamber of Commerce conducted a fund raising event in the plaza. <br /> Nix. Eddy acknowledged that certain events.are conducted approximately 1 -times <br /> per year, but that the p1a' za is vacant the remainder of the time. <br /> There was some gen.eral discussion at this point. Dennis l al arini pointed out <br /> 'that the majority of events conducted in the plaza have been Library related, noting the <br /> plans for relocation of the Library building where future everts will take place. He <br /> acknowledged the Applicant' concern being economic/business related. <br /> Thomas O'Hara informed the Board that this matter has been presented before the <br /> Design Review Committee with the Deputy Fire Chief in attendance, to everyone's <br /> general satisfaction and-approval. when presented by the Applicant, members of the <br /> Design Review Committee recognized them as being valid concerns and noting that the <br /> activity in this shopping plaza are insufficient to sustain retail stores. As a result of these <br /> discussions, the Design Review rr Committee asked the Applicant if improvements could <br /> be made to the space in front of Roche Bros. addressing safety issues, to which the <br /> Applicant responded "yes" and has done so on the plans. He feels that this is the <br /> Applicant's property, an internal courtyard parking and common area within a shopping <br /> center. He also spoke to the benefits of improving Commercial Street,for life safety, <br /> rather than Library-function events. <br /> Mr. Eddy counented that Applicant wanted to obtain comment and feedback <br /> from-the Planning Board prior to investing in the expenses of engineering services hard <br /> details such as drainage and grading, in order to come back with final plans for Board and <br /> Consulting Engineer review. He also reminded the Board that this area had not ofiginally <br /> been developed as a public parr, but rather a retail center intended to attract people to the <br /> shopping mall. <br />
