Inc., Joy Street, Proposed Roadway vay Plan Concept.1, by <br /> Baxter Nye Engineering & Surveying, Date o " <br /> Mr. faddy made reference to Buildings B and C, and to Joy Street which i <br /> located in the center of-the buildings. The proposal is to make Joy Street a travel lane, <br /> adding-parking.and allowing one-way circulation from Commercial Street to South <br /> Street. <br /> The Chairman then recognized'the Applicant, Mr. Charles Talanian, who <br /> explained his reasons for the proposal. He stated that after r ime� ears of permitting <br /> process with the Cape Cod Commission he became tired and did not pay fu11 attention to <br /> hat his architects were presenting. He now feels that the playa area is much too wide <br /> and the stores located within the plaza-are too big. He is experiencing difficulties in <br /> renting the spaces and some have been vacant since Roche Bros. opened. He noted that <br /> the size of the plaza and the size of the service area are totally out of proportion. The <br /> plaza, with empty shops gill never appear cozy like the shops at Mashpee Commons i <br /> the Bobby Byrne's plaza. He feels the Joy Street plaza is empty and desolate. The area <br /> however is not a fai lure, the Roche Bros. market et is one of the best in their chain. The <br /> Marshall Store, Olympia Sports, and-Heathers Restaurant are extremely successful. He. <br /> has learned that the buildings are too large in size with insufficient parking for a retail <br /> store-business. <br /> However Mr. Talanian feels that the Joy Street plaza presentsta negative <br /> connotation regarding South Cape village. He-feels that this is his mistake and that h <br /> would life to have the opportunity to correct it by making cbanges to make the area feel <br /> more life a small Town center with sidewalks.and aanple room for display with room to <br /> park and walk past the stores. <br /> The Chairman 'commented that she likes the design as-it i . <br />
