Said Special Permit provision allows the <br /> Board � <br /> Planning oa d to make such a decision at. this Meeting. � <br /> The Chairman stated his opinion to be within the spirit of <br /> p � p <br /> the Special Permit, a minor change. He stated there are no :s <br /> substantial changes to clearing and building layout, with no <br /> major impacts to the project. , <br /> Mr, Rowley inquired whether the streets are considered to be <br /> driveways or subdivision roads. Mr. Grassetti responded by <br /> saying, "They are driveways. <br /> Mr. Rowley commented the overall changes do not appear to be <br /> significant, although there may be some minor engineering <br /> concerns with respect to grading, etc. , that will require an R <br /> inspection at some point. <br /> At this point Mr. Fudala introduced an inquiry made b fy <br /> � �' y a . <br /> citizen regarding the walking trail. <br /> s, <br /> r <br /> A <br /> There being no further input from. Board Members or members <br /> of the public, the Chairman entertained a motion be made in this <br /> matter. • <br /> MOTION: Dennis Balzarini made a Motion that the proposed <br /> change be deemed minor, allowing the Applicant to proceed with <br /> engineering changes which are to be presented to the Board, and <br /> Consulting Engineer for final approval; which Motion was seconded <br /> by Chance Re i chel and voted as follows: <br /> Voting in favor: Patrick Coffey, Dennis Bal zarini, and r <br /> Change Re i chel; <br /> z � <br /> Opposed: John Kuchinski. <br /> The Chairman determined the Motion did not carry as a super <br /> majority affirmative vote is required on a Special Permit ., <br /> matter, <br /> After brief discussion, Mr. Kuchinski stated he had <br /> misunderstood. the meanie and intent of the provision within the <br /> g , <br /> Special Permit which allows the Planning Board to make a <br /> determination of minor/major change. It 4flpll <br /> For clarification, the Chairman reviewed Condition #24 of � <br /> �r <br /> the Special Permit: "No construction or site development shall <br /> take place other than is shown on the approved Site Plan.
