-r
: 'A
Mr. Baxter, who introduced himself for the Record as Dick Baxter, '
Baxter & Nye, and Attorney Kevin Kirrane. y
July^ f=
Snead Drive Extension
-Mr. Baxter suggested he respond to the consulting Engineer' s
report dated July 15, 1998, addressed to Town of Mashpee Planning
poard, regarding J.R.U. Realty, Snead Drive, and signed Charles ,
L. Rowley, PE, RLS. Mr. Baxter reported that at the previous
"
P P ,.
Meeting, Mr. Rowley had asked six questions regarding proposed
revised drainage on Snead Drive Extension. Mr, Baxter responded #,
that items 1 through 4 are acce ptable. Item 5 relates to soil ,
Conditions and depth of the water table. Mr. Baxter' s reply was ,
that the depth to the water table at the lowest catch basin was
seven (7) feet below the leaching structure, which would allow
proper clearance to the groundwater. Apparently Mr. Baxter had
not stated this clearly and there was misinterpretation on Mr, ;,
Rowley' s part. _ r
.y
Mr. Baxter reported the soil conditions and test holes dug ,N}
on Great Hay Road indicate the groundwater is seven (7) feet
below the bottom of the lowest leaching structure on Snead Drive. `
He also reported that the area indicated for new drainage q,
structure is located in a wooded area which makes it difficult to
maneuver a backhoe which is needed to conduct the soil tests. In
this regard, Mr. Baxter requested either a waiver of this
condition, or approval to conduct the testing by shovel and post
hole digger in order to verify soil conditions. All available '
soil maps indicate course sand, an excellent draining material. 4 ;
John .Kuchinski inquired as to soil testing completed on
Great Hay Road. Mr. Baxter stated they were indicated on the
Great Hay Road Plan submitted road profiles for Great Hay Read
Modification, which indicates groundwater in that area. (Mr.
Baxter made references to plan entitled, Center Line Profile and
Plan of Roads in Mashpee, Massachusetts, Anthony LaCava-, Trustee,
Baxter & Nye, Inc. , dated May 28, 1998-Revised July 13, 1998 . )
Mr. Rowley suggested the test hole be made at the time the '" `
road is stripped. He also suggested a notation be made on the
Plan that any unsuitable materials be removed.
MOTION: John Kuchinski made a Motion to waive the
requirement for test holes and drainage at the time of submittal,
provided the Plan be conditioned that all test holes on Snead $f
Drive be excavated at the leaching structures at the time of ;4,
construction and that the Plan is to be noted that all materials
deemed to be unsuitable by the consulting Engineer, be removed; a'a?
Which Motion was seconded by James Dorgan and so voted ,t r .
unanimous 1 y.
llH.
Mr. Baxter reported that a Plan indicating the location of
ri;!!
all drainage easements suitable for recording at the Registry of
Deeds, entitled "Plan of Drainage has been prepared on a myl ar.
-3
f•iA r
{T
tJ
