�E <br /> Hearing-Zoning Articles for the October Town Meeting until S: oo <br /> p.m. ; which Motion was seconded by Dennis Balzarini and so voted <br /> unanimously. <br /> The Public Hearing-Willowbend Development Corporation matter <br /> Hearing-Willowbend <br /> was reconvened at this point (7 : 3 7 p.m. ) . <br /> �+ <br /> (There was some discussion regarding condominiumizing <br /> the lots-Willowbend condominium Association. ) <br /> The Town Planner reminded the Board that the project being ,,;. <br /> discussed iq outside of the Willowbend boundaries. The ; <br /> Modification -would allow Willowbend to tie thirty-six (3 6) lots 5 ,. <br /> into the Willowbend treatment plant. The modification would <br /> allow the request, provided said condition is approved- by a <br /> Massachusetts Department of Environmental Protection. <br /> , A <br /> It was decided to include the above-mentioned request to <br /> tie the thirty-six (36) lots into the Willowbend treatment plant <br /> as a Finding of the Special Permit Decision. . <br /> The chairman recognized Mr. Thomas Dempsy, who had inquired <br /> earlier as to the area defined as Shoestring Bay Estates. The <br /> Chairman invited Mr. Dempsy and any other interested member of ;t <br /> the public to come forward to examine the Plan on the table. Mr. <br /> Hardman and Attorney McElhinney made themselves available- to <br /> assist members of the public. (There was some discussion <br /> P .�. <br /> regarding betterments, to which the Chairman directed all , <br /> questions be made to the Water District. ) <br /> The Chairman asked for any further Board comments/questions. ; <br /> With reference to the access road, John Kuchinski asked <br /> whether applicant would provide an easement to the Town, or by E ' <br /> division of lots. Mr. Rowley noted the roads in question are noty <br /> public/Town roads. Attorney McElhinney stated private easements <br /> will be provided at the time the condominium documents are �F <br /> recorded. IN.E <br /> Mr. Rowley questioned whether or not all lots in the y} , , <br /> subdivision have been released; to which Attorney McElhinney ' , <br /> responded, "Yes,, they are" . Attorney McElhinney stated '! <br /> construction would occur primarily on the side of the streets. <br /> and that whatever areas are disturbed will be repaired. <br /> Mr. Rowley made reference to Modifications 1. "Thirty-six 10, <br /> lots of the Shoestring Bay Estates subdivision. . .
