It is my understanding that the project is <br /> before the Board of Appeals under the provisions of Chapter 40B of the Massachusetts <br /> General Laws. <br /> The review has been completed recognizing that some aspects of the Town of j <br /> Mashpee Subdivision Rules and Regulations or the Town of Mashpee Zoning By-Law ! <br /> may not apply to the project. Where there are issues that may not be in full compliance <br /> with the normal standards of design as required by the Mashpee Subdivision Rules and <br /> Regulations, I have attempted to make special note for your consideration. As with any <br /> project requiring a technical review, the emphasis has been on checking the project <br /> design for compliance with generally accepted engineering practice and for the benefit <br /> and safety of the public at large. <br /> Plans << <br /> The plans that were reviewed consist of six (6) sheets entitled "Comprehensive <br /> Permit Application Plan, Meetinghouse Hill, 30 Meetinghouse Road, Mashpee, <br /> Massachusetts" dated 1/06/03, Revised 2/14/03 by David C. Thilin, PE, PLS, 211 Mill <br /> Road, East Sandwich, MA 02537. The first four sheets appear to be an original set that <br /> have been updated and with two Supplemental Plans for road drainage details and road <br /> plan and profile. <br /> Sheet 1 of 4 Site and Surrounding Conditions <br /> 1. The first sheet shows the general proposed lot configuration and road <br /> layout. The road layout width of 40 feet is consistent with standard <br /> Mashpee Planning Board practices. <br /> 2. A standard dead-end street would normally have a cul-de-sac at the end <br /> with a minimum outside radius of 60 feet. This layout shows a "Y" at the <br /> end. The purpose of the cul-de-sac is to allow for traffic to safely reverse j <br /> direction without having to enter a private drive or back and fill in order to <br /> turn around. The proposed design does provide some turning area at the <br />
