18. This permit shall not be valid until recorded with the Barnstable County Registry <br /> of Deeds and evidence of such recording is provided to the Inspector of Buildings <br /> and the Board of Appeals. <br /> 19. The Applicant shall obtain a final loan commitment from Massachusetts Housing <br /> Finance Agency prior to the issuance of any building permit. Any proposed <br /> change in the subsidy source shall be deemed a substantial material change ;; I <br /> requiring a hearing and approval of the Board in addition to re-issuance of a <br /> complying eligibility letter. <br /> 20. Housing Assistance Corporation shall serve as the Monitoring Agent for the <br /> project. In the event that Housing Assistance Corp. is unable to serve in such � <br /> capacity, the monitoring agent shall be the Citizens Housing and Planning <br /> Association or such other entity that is approved by the Board. <br /> 21. The Applicant shall pay the costs and fees of Town Counsel and the Board's <br /> engineer in performing any of the services contemplated herein. <br /> 22. Any and all easements that may be necessary shall be in a form approved by <br /> Town Counsel. <br /> 23. The Applicant shall be required at all times to maintain status as a limited <br /> f: <br /> dividend organization. Any change in the management or ownership of the <br /> Applicant is subject to Board approval. This permit shall not be assigned or I� <br /> transferred in any manner without a hearing and prior approval by the Board. <br /> 24. This permit shall expire if construction is not substantial) commenced within <br /> three years from the date it is filed by the Board with the Town Clerk.
