Notice was given by publication in The Mashpee Enterprise, <br /> I � <br /> a newspaper of general circulation in the Town of Mashpee, on March 23 and March 30, ! <br /> 2001, a copy of which is attached hereto and made a part hereof. <br /> I <br /> A Public Hearing was held on the Petition at the Mashpee Town Hall on j <br /> Wednesday, April 11, 2001, at which time the following members of the Zoning Board of <br /> Appeals were present and acting throughout: James E. Regan III,Robert G.Nelson and <br /> Zella E. Elizenberry. <br /> The Mashpee Zoning Board of Appeals issues this Decision pursuant to the <br /> provisions of Massachusetts General Laws, Chapter 40B and the Town of Mashpee <br /> Zoning By-laws. <br /> Mr. Donald S. Dickinson, President of Habitat for Humanity of Cape Cod, <br /> represented the Petitions and stated that Habitat for Humanity is a non-profit organization j <br /> and is the developer for this project. He said that the intent of Chapter 40B is to <br /> encourage development of affordable housing in Towns and cities in Massachusetts. <br /> a <br /> Within the guidelines of Chapter 40B, a Town can encourage and allow development of <br /> affordable housing by accepting a proposal as a Local Initiative Project. <br /> i <br /> Mr. Dickinson said that the project calls for construction of three affordable, <br /> three-bedroom, one-story homes in the Winslow Farm subdivision. Habitat for Humanity <br /> endeavors to construct in modestly priced neighborhoods where the affordable homes <br /> would fit in with the neighborhood and would not reduce the value of the existing homes. <br /> Mr. Dickinson said that an affordable home is one that can be purchased by <br /> Persons whose income does not exceed 80% of the median income of Barnstable County. <br /> The proposed home will be constructed with private contributions and volunteers. The <br /> homes will be sold to families who must put in 500 hours of"sweat equity"in helping to <br /> build the homes and whose income does not exceed 60% of the median income. Mr. <br /> Dickinson said that each of the homes will be sold for a 20-year,no-interest mortgage. <br /> I <br />
