approval as written, subject to any adjustments that may be made <br />through Town Counsel and Assistant Town Planner. <br />Robert Govoni feels there are many issues yet to be <br />discussed. He feels approval of this Article would be "jumping <br />the gun," and exposing the Town to possible lawsuit and financial <br />burden. He is not comfortable supporting this Article <br />until it has been refined and made more thorough, thereby not <br />recommending it as it stands. He suggested it be postponed to <br />the May Town Meeting. <br />Martine Meijering disagreed, stating she feels the legal and <br />financial ramifications to be worse under the existing By -Law. <br />She is in support of the Article as presented by the Selectmen <br />for enforcement by the Building Inspector. <br />The Chairman expressed doubt as to whether anything would be <br />changed by May Town Meeting because there is no one to change it. <br />There is no group of individuals to re -write a Sign By -Law. His <br />suggestion is to hire professionals for the purpose of writing a <br />By -Law that would be done properly and conclusively. <br />(There was further discussion regarding Grandfathering <br />issues as introduced by Richard Halpern at this point. NOTATION: <br />Mr. Halpern was the only member of the general public in <br />attendance at this Hearing.) <br />The Town Planner interjected that the matter of the By -Law <br />has taken up a lot of Eric Smiths time and that he is booked <br />solid for work on the Comprehensive Plan. Mr. Fudala insisted <br />the Comprehensive Plan be completed first, at which time further <br />regulatory changes could be addressed. <br />The Chairman recapped the public input was one person <br />concerned with the business community at large due to lack of <br />Grandfathering, limitation of neon window signs (2), for sale/ <br />for rent signs. <br />The previously made Motion to recommend approval was <br />thereupon voted as follows: In favor -Martine Meijering; Patrick <br />Coffey; Dennis Balzarini and Anthony Ferragamo. Opposed -Robert <br />Govoni, based upon his feeling that more time should be taken to <br />revise and re -write the Article completely. <br />-(The Public Hearing -Discussion of eight Zoning Articles was <br />thereupon concluded at 9:58 p.m.) <br />Board Items <br />The Chairman introduced a Memo received from Joyce Mason, <br />regarding Article 46 of the Warrant: "Please find attached a <br />copy of Article 46 of the October 1996 Town Meeting Warrant which <br />is scheduled to be heard etc.,...Article is being forwarded for <br />-18- <br />
