The Chairman recognized Richard Ferreira. Mr. Ferreira <br />stated his name for the record indicating he was representing the <br />Cannings. He presented Preliminary Subdivision Plan, located in <br />Mashpee, MA, Pine Tree Mall, realignment of Seapuit Road. He <br />indicated there are now five (5) lots on the Plan. <br />The Chairman reviewed comments submitted by Consulting <br />Engineer: This Plan proposes to create five (5) new lots on a <br />road connecting the present Shellback way and Job's Fishing Road, <br />the road would act as frontage for lots to be used for commercial <br />development. Grade of the road would be relatively flat from the <br />southerly end near Shellback Way, but would rise significantly <br />towards Job's Fishing Road. The present slope of the land is <br />downward from west to east, requiring lots on the westerly side <br />will be cut into the slope, and lots on the easterly side will be <br />below road grade. A slope easement is necessary at the <br />northwesterly end of the proposed road due to regrading required <br />outside the proposed layout. <br />In the event the Preliminary concept is approved and a <br />Definitive Plan submitted, provisions should be made to contain <br />surface runoff from each lot within the lot perimeter. <br />(Associate Member, John Kuchinski arrived at the Meeting - <br />6:50 p.m.) <br />(There was brief discussion regarding drainage.) <br />Recommendation to remove high point shown on the road <br />plan regarding Lot 5, based upon grading and access issues. <br />Additional drainage facilities required along road <br />surface per Planning Board Rules and Regs. <br />Contour corrections indicating road regrading. <br />Question regarding existing or proposed basins and <br />leaching facilities off Shellback Way. Mr. Ferreira said they <br />were "proposed." Suggestion they be placed more within the <br />pavement returns in order to avoid construction on Shellback Way. <br />Request for driveway access points. <br />The Chairman relayed Mr. Rowley's feelings there are no <br />significant concerns or regulations regarding the proposed <br />format, with the exception of relocation of drainage in the <br />Definitive Plan. <br />There was some Board discussion regarding a boundary <br />adjustment. Thomas Fudala suggested Fields Point and/or Mashpee <br />Commons sign the application as Owners. Mr. Ferreira agreed to <br />inform Applicant. <br />-2- <br />
