Cross -Cape Trail. Joint Mashpee-Sandwich project involving a <br />walking trail from Sandy Neck and South Cape Beach. Other <br />walking trails involve a County Commissioners program, Cape Cod <br />Pathways, which would establish walking and bicycle trails around <br />the Cape. This would be a coordinated effort among all the Towns <br />on the Cape. Continuation of the interpretive tour guide program <br />which was initiated by the Selectmen. The Town -wide system of <br />bicycle facilities is to be addressed in the Transportation <br />Element. Preservation of open spaces necessary for protection of <br />public water supplies, surface water bodies and wildlife habitat. <br />Consideration of the mandatory cluster subdivision requirements. <br />Cluster subdivision is not mandatory at present. The Town would <br />benefit by areas of open space at no expense. Development of <br />inventory and detailed mapping of all wetlands"to assist in <br />future protection of wetland areas. The State has certified <br />thirteen (13) areas in Mashpee, insuring a certain level of State <br />protection. Preservation of appropriate buffer areas around the <br />Towns water bodies and wetlands, wherever feasible. Buffer <br />requirement regulations are yet to be determined. Development of <br />neighborhood playgrounds in appropriate areas. Due to population <br />growth, the suggestion is to develop playground facilities in <br />those neighborhoods where warranted. Development of sufficient <br />active recreation facilities to meet National Recreation and Park <br />Association standards for minimum projected year-round buildout <br />population. Projected build -out is between 17 and 18,000 people <br />in winter; and about 35,000 people in summer. The suggestion is <br />to develop recreation facilities to meet the winter needs. <br />Mr. Fudala concluded, asking for comments and input <br />regarding the recommendations made. <br />The Chairman opened the floor first to any Board inquiries <br />and then public comments: <br />Patrick Coffey complimented the extensive job accomplished <br />by the Town Planner. <br />Robert Govoni questioned the numbers (633) of the resident <br />survey regarding Community Goals and Objectives. <br />Mr. Fudala explained 5,000 surveys were mailed -out, with a <br />response of 633. The 16-page survey was handed out to everyone <br />who attended the May 1992 Town Meeting; over 1,000 were sent to <br />the schools. <br />Robert Govoni found Recommended Policies, #7 and #8 <br />requesting fifty (50*) percent of subdivisions involving ten (10) <br />or more lots to be set aside for open space to be excessive. <br />Mr. Fudala explained the present requirement is 35* open <br />space of cluster subdivisions plus any wetlands, and 50% for <br />multi -family developments.
