The Chairman pursued the interpretation of #7, asking if it <br />would not be possible to have a policy plan that would be at odds <br />with the Regional Policy Plan. <br />Mr. Fudala answered, "No." The process is to adopt a <br />version of the Comprehensive Plan, which is forwarded to the Cape <br />Cod Commission for a consistency review, after certification Town <br />Meeting could adopt it. Unless it is certified and consistent, <br />impact fees and development agreement allowances in the <br />Commission Act could not be taken advantage of. The remainder of <br />the policy states that if Mashpee is inconsistent in some way, an <br />explanation would be required in an attempt to gain approval by <br />the Commission. <br />The Chairman expressed his reservations regarding the format <br />of V . His concern being there may be circumstances where the <br />50W open space set -aside could be a strong imposition. He <br />suggested further work be done on this policy demonstrating a <br />relationship to a larger open space benefit. <br />Board members were in agreement. Mr. Fudala feels this is <br />something that could be justified to the Commission. <br />(There was some discussion as to what would constitute <br />critical areas - recharge areas, wildlife habitats, wildlife <br />corridors, etc.) <br />The Chairman referred to Goal 41, inquiring if anything not <br />built upon is to be considered open space and considered for <br />preservation, would be a balanced approach towards developing a <br />community. Perhaps the Goal should be to obtain a balance <br />between open space and developed area. <br />Mr. Fudala made reference to support from the survey taken <br />and public opinion. The remainder of Goal #1 being to specify <br />protection of wildlife habitat and other natural resources as <br />being the point of this Goal. <br />(There was some Board discussion with regard to refining <br />the wording of this Goal - Tom Fudala suggested, substituting the <br />words 11 ... as much as possible ... 11 with 11 ... to preserve <br />open space necessary to protect wildlife habitat and natural <br />resources, etc.") <br />Patrick Coffey supported the suggestion of a balance within <br />this program. <br />Board Members were in agreement the Town Planner revise <br />the wording on Goal #1. <br />The Chairman inquired if aquaculture would be considered <br />under the agriculture aspect of this Plan. To which the Town <br />Planner explained aquaculture is to be addressed within the <br />-6- <br />
