Said letter was given , <br /> to Eric Smith for filing. <br /> Patrick Coffey commented on the potential for library <br /> expansion on the site regarding space. i 4P y!F <br /> Eric Smith suggested utilizing shared parking arrangements { ' <br /> with Mashpee Commons. He stated the site could accommodate the <br /> building size, the parking and set-back issues would have to be <br /> addressed. <br /> (There was some discussion regarding various proposed <br /> parking sites . ) , <br /> Robert Gavoni inquired as to future expansion for youth <br /> sports activities. <br /> Thomas Fudala answered that issue would be addressed in the <br /> Open Space Recreation Plan, scheduled for the next meeting. <br /> There being no further input regarding Municipal Buildings <br /> and Facilities, the Chairman recognized Thomas Fudala for the <br /> purpose of presenting the Affordable Housing Element. ;Q <br /> Thomas Fudala explained the Affordable Housing Element to <br /> the Plan begins with an assessment of needs. According to a <br /> study prepared by Herr & James, as of 1994 forty-four (44W) <br /> percent of the people in the Town of Mashpee have, in effect '` y + <br /> unmet housing needs, meaningthe are i�y paying more than thirty <br /> (30%-) percent of their income for housing. <br /> Goals and Objectives-To meet the needs of current and future <br /> Mashpee residents for Affordable Housing and to insure equal <br /> opportunity in housing. The current update to the Regional ��'� <br /> Policy Plan calls for meeting the ten (10W) percent increase of <br /> affordable housingstock goal b the <br /> g y year 2015. Tom suggested <br /> the Board consider adopting the 2015 goal, which is more ;,+, <br /> realistic than the 2000 or 2010 goal. <br /> The Action Plan-The main focus has to do with providing <br /> situations where the Town is willing to deal with local <br /> initiative projects. The local initiative program essentially <br /> states that if the Board of Selectmen vote to approve a project <br /> with high density, various mechanisms for providing affordability <br /> in housing, the project can be forwarded to Board of Appeals <br /> under the Chapter 40B process. The Chapter 40B process was for <br /> -32- <br />
