IMD' 4d14%
Subdivision. He addressed the issue of nitrogen levels in Ockway
Bay. He indicated to the Board that all of the points of the
ii Town By-Laws relating to Water Quality have been addressed.
.! Mr. Frank made reference to the buildout analysis for the
entire ground water recharge area to Ockway Bay including modeled
nitrogen, nutrient load and nitrogen load to the Bay as indicated
G''M►'N r',,i on page -2- of said report, a copy of which is attached and filed
herewith.
A+,V
Mr. Nelson explained that this portion of Popponesset Bay
system flushes very fast, less than a day.
Val
(Consulting Engineer, Charles Rowley arrived at the Meeting
at 70
i;Wo. To clarify, the Chairman asked if water quality impacts are
4 RYL4, „ far below any thresholds the Board should be concerned with.
i, r,,
° „ Thomas Fudala inquired of Mr. Nelson if the Commission had
*„ i q,. set a flushing rate for Ockway Bay itself, being a little more
enclosed than the main Bay.
 i
,•d i :,,,,, Mr. Nelson responded that the depth in Ockway Bay is very
similar to the rest of the system. it is slightly more enclosed,
but not enough to restrict tidal flow. There is no specific rate
as to how water flushes in and out of Ockway Bay.
;* } The Chairman introduced a Memo prepared by Eric Smith
regarding the Water Quality. "As part of the Definitive Plan
application process" (By-Laws, etc. under which the report is
" done, by Horsley & Witten, Inc. , and this is his Preliminary
Review) . "My initial review shows that all the issues addressed
in the By-Laws were addressed but one. The report lacks any
calcs for the levels of phosphorus this development will
generate. This omission was because of a conversation I had with
Mark Nelson of Horsley & Witten, Inc. He asked me, since their
l rll :r k' applicant property is on Ockway, which is salt water etc. ,
v , specifies that for salt water bodies the nutrient loading
analysis only needs to be done for nitrogen, would they not have
to do such an analysis for phosphorus. This statement is
correct. Their report did only need to run the loading study for
the nitrogen portion. They still need however to provide calcs
as to the amount of phosphorus the development will generate, as
Ilk" specified in (states the By-Law Section) . "
y` T1n •' rI
ti;{''4:•' The Chairman asked if any phosphorus calcs have been done.
'-N Mr. Nelson said he would provide the Board with that
` information.
The Chairman pointed out the numbers listed for impervious
`q "k surface area in the appendices D, E and F which are the nitrogen
shy4
v 4
