Engineering Services, as submitted by Mr. Rowley, for the month <br /> of November; which Motion was seconded by Dennis Balzarini and so <br /> voted unanimously. (This portion of the Meeting concluded at <br /> 7: 55 p.m. ) <br /> The Chairman recognized Thomas Fudala for the purpose of <br /> presenting the Tolanean matter. Mr. Tolanean has filed an ENF. <br /> Mr. Fudala has drafted comments on behalf of the Board for review <br /> and submission, if approved. <br /> sp + he <br /> This project is in the recharge area of t Mashpee River, <br /> a water pollution/nitrogen is an issue that should be addressed. <br /> Hazardous Materials is also an area to be addressed regarding <br /> use, containment, etc. (2) Existing traffic situation, basis of <br /> ?;•�i!1 4, 800 increase fora total of 7,100. A Retail Traffic Study is <br /> suggested. (3) There is a large area of open space which could <br /> be used for additional parking for the Boch Center Indoor Theater <br /> and/or Town soccer field. (4) Might any archeological site be <br /> �. r effected by the project- -further research is suggested. (5) <br /> Pollutants or sediments into marine waters, surface fresh waters <br /> � + or groundwater--the project will have some impact on the nitrogen <br /> levels. (There was some discussion regarding the Title 5 <br /> System. ) The proponent should consider working with Mashpee <br /> Commons and Mashpee Sewer Commission in an attempt to process <br /> waste water outside of the recharge area of the Mashpee River. <br /> Item 3D-6 is clarified to state the Cape is a sole source <br /> + aquifer. 3E-2 consider possible storage of retail quantities of <br /> hazardous materials. Item 4-fails to mention consistency with <br /> •�+� local plans and policies. Special Permit required from the <br /> Planning Board as a commercial center. The Transportation <br /> section of the Local Comprehensive Plan suggests a new roadway <br /> ' + parallel to and east of Route 28 to reduce traffic by providing <br /> an alternate route between abutting properties. The Chairman <br /> suggested noting the original site plan, "Town Planner/Planning <br /> Board comments where indicated in red/dash line, " for <br /> clarification. Also included in the draft Comprehensive Plan is <br /> construction of a bike/multi-use path along the East side of <br /> II ; Route 28, 'along the proponent's frontage. The suggestion is for <br /> PIS the extension along the full length of both portions of <br /> proponent' s Route 28 frontage to be included as proponent' s <br /> traffic mitigation package. Other traffic issues to be addressed <br /> by the Applicant' s consultant include proper signalization, <br /> ���� � rights of way that may be needed to accommodate additional lanes, <br /> n �i utilities or the bike path. Under Mashpee zoning, any land <br /> ,�."� donated for right of way will continue to be counted as part <br /> I ,� ,�� q of the proponent' s lot for purposes of set-back, lot coverage and <br /> V. �4 other determinations. <br /> Draft letter addressed to Ms. Trudy Coxe, Secretary, <br /> Executive Office of Environmental Affairs, signed by Thomas <br /> Fudala, Town Planner, on behalf of Mashpee Planning Board. <br /> Planning Board Members were in unanimous agreement with the <br /> -6- <br />�.; ,i <br />
