As staff, he does not feel it's appropriate to establish a <br />negotiation directly with a property owner. He did not prepare a memo relative to how the CPC became. <br />It did not go away, just became something new. He would be happy to draft that memo. There is a <br />mechanism lacking in Town Hall that would satisfy a lot of people to begin facilitating potential <br />negotiations. <br />Ms. Waygan stated there could be two members at large, not too much crossover, but one Planning <br />Board member or Conservation Committee member. Someone from Environmental Oversight <br />Committee, but not someone who sits on the CPC or Select Board as they vote later on that purchase <br />process matter. She does not think the same person should have two votes. <br />Mr. Phelan commented at the very least a pathway should be identified to help the town and the seller. <br />Mr. Lehrer will proceed with a draft for next meeting. <br />Ms. Waygan would also like to think about Tribal inclusion. <br />Popponesset Overlay District <br />Mr. Lehrer had conversations with residents relative to the conversation last meeting. They are <br />establishing a working group between the collective neighborhood associations, Poppy Beach, Wilsons <br />Grove, and Overlook Knoll Association. Glenn McCarthy and Barbara Riley are his contacts keeping <br />him apprised. They are currently finalizing a list of residents to then discuss with the Board. He is <br />waiting for clarity on the primary contact and who will be participating. Then these issues can be <br />discussed in an appropriate forum to work towards possible solutions. <br />District Local Technical Assistance Funding — First solicitation — Housing Production Plan <br />He has submitted a grant to Mass Funds for funding towards the HPP. The CPC is submitting an article <br />for totality but his takeaway was he should continue to seek alternative sources to match. The DLTA <br />ask is $25,000 in addition to the $25,000 from the CPC to procure the HPP update. This was submitted <br />on time.
