All in favor. <br />TOWN PLANNER REPORT <br />Solar Energy Systems Overlay District petitions <br />Mr. Lehrer was notified on Friday, February 11, 2022 that there was a refiling and they plan to submit <br />additional zoning petitions. He will keep the Board in the loop. Once they are submitted they go on <br />Public Record and will need to set a Public Hearing at the meeting thereafter. <br />LCP Update <br />No new information. His primary priority is the CitizenLab contract. He will update the status between <br />now and March 2, 2022. <br />Revival of the Open Space Committee <br />Mr. Lehrer received a phone call from the Town Manager on Thursday regarding this matter. When the <br />town adopted the Community Preservation Act, all Open Space became CPC. Community Preservation <br />Committee is OSC. He still thinks the town lacks a mechanism to make recommendations to the CPC. <br />Maybe there needs to be a new committee. When Conservation has identified a parcel, they are not <br />certain how to make a recommendation or begin conversation with that property owner to see if they <br />are interested in selling. He is unsure of the best way. <br />Ms. Waygan always called it land bank, but now it's open space. Right now, the culture on the CPC is <br />they do not make applications to themselves. It's not illegal, but that is the culture. They did ask to meet <br />more regularly. She thinks there is a need for a separate five person committee. When someone <br />comes to the town to sell their land to the town, there needs to be a place to go. CPC might have <br />trouble negotiating with a property owner because then the application comes back to them to negotiate <br />the price. <br />7 <br />
