Collins along with Selectman Carol A. Sherman and Selectman John J. Cotton <br />recommended approval. <br />Motion made by Selectman Cotton to approve the Cable Television Renewal License granted to <br />Comcast Cable Communications Management, LLC as recommended. <br />Motion seconded by Selectman O'Hara. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Sherman, yes Selectman Weeden, yes Selectman Gottlieb, yes <br />Selectman Cotton, yes Selectman O'Hara, yes Opposed, none <br />Presentations on Petition Articles: Solar Overlay District: NextGrid Daniel Serber: <br />Members of the Mashpee Select Board met with Daniel Server, Director of Land Development, NextGrid, Inc. to <br />further review and discuss the proposed Solar Overlay District and the associated petition articles on the May 2, <br />2022 Annual Town Meeting warrant. <br />At the last meeting several questions arose. Mr. Serber provided additional information to clarify issues <br />previously brought forth by members of the Select Board. The comments were outlined in a memorandum to the <br />Select Board dated March 17, 2022. <br />It was noted that current annual tax payments for the properties NextGrid would be purchasing amount to <br />$11,176.20 or $223,524, Next Grid is offering the Town of Mashpee $1,872,000 over the 20-year life of the <br />project. According to the tax analysis, the FY22 yearly total is $13,174.35 with a 20-year total of $346,372.01. <br />Mr. Serber indicated this offer is similar to an agreement negotiated with the Town of Bourne that has been fully <br />vetted and approved by the Massachusetts Department of Energy Resources and Attorney General's Office. To <br />create leverage the project would require partnership with the Town of Mashpee. <br />Discussion followed with respect to the zoning changes proposed via petition at the May Town Meeting. <br />Terms of the Agreement would be negotiated at subsequent meetings. Mr. Serber indicated there would be 20 <br />years of opportunity for the Town to change the underlying zoning to meet its future vision and needs. There are <br />no after contract obligations aside from the decommissioning plan and bond which are required under the bylaw. <br />After 20 years NextGrid would have the option to re -buy the land from the Town. At minimum market value, the <br />Town could sell the land for $2 million. Under the decommissioning plan, all panels would be removed and <br />recycled. The Town would also retain the right to re -sell the property if NextGrid was dissolved. The ability to <br />transfer is not allowed in this Agreement. <br />
