TA <br />'Q32jhtOXS�`'� <br />16 Great Neck Road North <br />.Mashpee, Massachusetts 02649 <br />NEW BUSINESS <br />Presentation from NextGrid relative to potential solar energy system development <br />Daniel Serber, Director of Land Development for NextGrid Inc., presented their solar energy proposal. <br />NextGrid takes distressed land and turns it into solar projects, they also do roof top and parking lot <br />projects. They currently have contracts with some large Cape Cod institutions, such as the Steamship <br />Authority, Cape Cod Hospital, and the Wellfleet Drive -In. Their corporate office is in Boston and they <br />are now a Massachusetts based company. <br />Mr. Fulone inquired the whereabouts of the Chatham project and he was informed it is located off of <br />Sam Ryder Road. <br />Mr. Serber commented the proposed project will add large ground mounted solar facilities. The <br />underlying zoning remains unchanged. On Cape Cod, the major use for their projects continue to be <br />sand pits. The proposed site resides at 420 Nathan Ellis Highway. The large parcel is 38 total acres <br />with the northern half being zoned for C2 commercial, while the southern half is zoned R5 residential. <br />The entire western half were sand pits and those operations ceased around 2005. It's been stripped of <br />trees and only a few scrub pines have been able to grow in the sand pit area. NextGrid is proposing a 9 <br />megawatt ground mount fixed tilt solar field with battery storage. They sit at 6-7ft high. Underneath the <br />panels are grass with a pollinator mix. This is a really low impact development. <br />Mr. Serber continued that they will provide a minimum of 50 ft, wooded buffer on residential sides. They <br />are also going to plant Leyland Cypress behind it for the wooded buffer in the winter. This will mitigate <br />four seasons to ensure no visual impact. The inverters make some noise, they are centrally located 800 <br />feet from residential structures where no noise impacts. They do not function at night. It will be a quiet <br />and invisible project. Native species will be able to roam easily, with exception to deer. <br />There will be no impact on traffic, schools, or groundwater, and there will only be two trips a year for <br />maintenance and grass cutting. The panels are cleaned with water, and if there are minerals in the <br />water they just add vinegar. This project will provide increased income to the town. The renewable <br />energy produced in Mashpee will be distributed locally. Residents will be able to opt into this system <br />and save 15% off their power bill. <br />Alternative uses for the property as -of -right: <br />- Livestock or poultry farm, church, government building, cemetery, residential uses, and agriculture <br />use with no limit on tree clearing. <br />Alternative uses for the property with Special Permit: <br />- Retail store (including big box), auto sales, parking lot, marijuana establishment, or even a strip mall. <br />Financial proposition offering three pieces for the town to get additional income. <br />- Payment in lieu of taxes: NextGrid will give the land to the town. They will still pay taxes, the pilot <br />agreement proposes $12,000 per MW yearly, which estimates to $1,872,000 over the 20 year term. <br />Pa <br />
