16 Great Neck R.oadNorth <br />Mashpee, Massachusetts 02649 <br />- Rent: NextGrid will buy the land from the private land owner, gift the land to the town, and then pay <br />the town rent. They are proposing $9,450 per MW, which estimates annually at $73,710, and <br />$1,474,200 over the life of the project. <br />- Reversion: After the useful life of the project, NextGrid will have the option to reacquire the land for <br />$2,180,000, <br />In conclusion, the minimum payment the town would get back after the 20 year term is a payment worth <br />over $2 million for a property they did not previously own. If that option was not exercised then the town <br />would be free to sell the land at whatever market rate is available. Either the town gets 35 acres of land <br />they are free to sell, or over $2 million at the end of the project. All in all the financial proposition totals <br />$5,526,200 that would go to the town for a low impact development. <br />What's next if articles are approved? <br />-The town will acquire all necessary permits, including a Special Permit from the Planning Board. <br />Natural Resources and Conservation will need separate permits. <br />- The town will negotiate a Memorandum of Agreement, with acceptance at the fall Town Meeting <br />required. <br />- The town will need to accept the land under a quit claim deed. <br />- Project construction (roughly four months) <br />- 20 years of income from a passive development <br />Mr. Balzarini asked if the cold weather prevents the generation of electricity. <br />Mr. Serber acknowledged the cold does affect the panels, but they are still widely used in colder <br />climates such as Iceland and Sweden without problem. Heavy cloud coverage and snow seem to affect <br />the panels more. When they are modeling for production they are looking at five year periods <br />throughout history of weather and forecasting. <br />Mr. Balzarini asked if this goes into the grid or through the town. <br />Mr. Serber stated it comes off the local distribution grid, opt in would appear on the bill. <br />Mr. Callahan asked if there were heaters for snowfall. <br />Mr. Serber noted they are slick and snow slides off easily, if it is freezing a crew can brush off the snow. <br />It has some de-icing capabilities. The companies have been working in New England for a while, the <br />icicles seemed to be a big problem from car ports originally, but lessons have been learned along the <br />years. <br />Ms. Waygan stated NextGrid does not own the property. She asked if the zoning gets passed what is <br />the guarantee they will be the owner. <br />
