Silverleaf Lane <br />has been partially paved and part of the infrastructure has been solved. The 1972 plans aren't detailed <br />except for a Land Court Plan that shows lot layouts. There are additional plots and an investigation into <br />that should be done. Mr. Rodrigues had a surveyor do some investigating and they found an additional <br />pair of catch basins buried and filled with dirt. His recommendations is there is an area of the road that <br />has never been paved. Mr. Rodrigues has agreed to pave the road in front of his parcel and that leaves <br />the remaining from the edge of his lot to Old Sandwich Road. There are already a pair of basins that <br />aren't buried. The road would be re built and prepared for new asphalt. There will be two inches of <br />binding and he has also agreed to do that. Balfour Lane has existing pavement and he has agreed to <br />do all that. Prior they should at least augment drainage there. The catch basins are probably old and <br />leaching and they have agreed to open them up and clean them out to see what's there. He suggested <br />overflow pipe and leaching capacity or pit with stone. There is an existing catch basin opposite near <br />Balfour that doesn't have a companion. He has agreed to add a catch basin there. As far as <br />containments and treatment, it will be a combination of old code and new code that will make that road <br />function better for drainage. He doesn't want the run off to affect the people at the bottom of the hill. He <br />will repair the road to the frontage that he owns and get closer to finishing the entire project. Mr. <br />Rodrigues also agreed to have a plan drawn up and Mr. Pesce will guide them with inspections that will <br />be required. <br />Mr. Lehrer commented about the level of detail on the plan. There will need to be an engineered plan <br />prior to releasing the covenant for clear guidance to Mr. Rodrigues. <br />Mr. Balzarini has a lot of experience with this. If you bring all the drainage that surrounds this lot up to <br />standards he is fine with this. If it is only one lot he is okay with that. <br />Mr. Pesce stated Mr. Rodrigues is going to upgrade the catch basins that were discovered that aren't <br />on his lot, and it benefits everyone. A reasonable compromise would be if you decide you want to go <br />another 20 feet of pavement, that would be better, but we can discuss it further. <br />Ms. Waygan asked if that part of South Sandwich Road will ever be done. <br />Mr. Rodrigues noted there are two buildable lots there. <br />Mr. Lehrer commented there is a small area left to be paved, but those two lots are under covenant. <br />Mr. Rodrigues stated they will be applying to release that one at the end of the street. <br />Ms. Waygan is fine with the suggestions from Mr. Pesce, Consulting Engineer. She is also requesting <br />to see an engineered plan. <br />Mr. Pesce will work with their team to let them know what he will accept. We saw where the basins <br />used to be and should have been.
