J <br /> f <br /> p16 <br /> Tom stated that the definition of bedroom is the Standard <br /> DEP, Board of Health definition and would be the logical one: <br /> to stick with. <br /> Buff Chase stated that they would prefer these homes have <br /> the ability to have a den, a family room and cellar space <br /> which under the current definition would be counted as <br /> bedrooms . They are trying to get diversity in the housing. <br /> Tony stated that they will need a solution to the problem of <br /> people buying and paying for two bedrooms and then turning <br /> family rooms and dens into bedroom. <br /> He stated that for planning purposes that may not be the <br /> definition which must be used, but for sewage calculations <br /> the Board of Health may not use the same definition the <br /> planning process uses . <br /> Doug stated that this is creating a disinsentive to have <br /> single family homes and especially single family homes on a <br /> treatment plan. <br /> Draft of findings of special permit: <br /> Tom's comments - A. definition of Quashnet site is unclear, <br /> sometimes includes land north of 151 and sometimes it <br /> doesn' t. <br /> Doug stated that the North part is included. <br /> B. R4 zoning has not existed since 1987 therefore that area <br /> is an R3 zone and it is a complicated issue of what can. be <br /> done with that land. R4 means minimum lot size of 5 acres <br /> and Zoo foot frontage, at the same time there was the open <br /> space multifamily by law which allowed a multi family <br /> project, with restrictions , with density not to exceed 4 <br /> units per acre . <br /> The applicant has to either do s project under the old by <br /> law or do another project based on 5 acre zoning or use <br /> current zoning R3 at one per 40 , 000 sq. feet . <br /> This seriously effects calculations of units . <br /> Tom explained that Special permit units can be transferred <br /> into OSID but there are no bonus units applied. <br /> The area which falls under R4 is about 9 acres (4 which is <br /> planned to go to open space) . <br /> Fields Point counsel will have to look at this . <br /> Tony asked them to simulate these alternative calculations <br /> Tom' s calculations* Whitings 36---41 units; Fields Pt. 8S <br /> Quashnet side - Tom 89 units; Fields Point 119 . <br /> The Board members and applicant discussed public benefit vs . <br /> zoning issues . <br /> Tom stated that they may have to look again at the bonus <br /> multipliers . <br /> They may have to go back and look at using units instead of <br /> bedrooms . <br /> ,� n <br />
