Mr: Davis stated that if the Board would withdraw their <br /> objection they would give consideration to putting 2 lots <br /> under 3 year no build moratorium. <br /> The Board will meet with Town Counsel to discuss that issue . <br /> Robert Mumford of Cape Cod Commission to discuss Route 28 <br /> traffic study. <br /> Mr. Mumford and Lev Malicof ,f, were present from the Cape Cod <br /> Commission to discuss the Rte 28- and Rte 151 study which is <br /> part of a state funded project. They are looking at ways to <br /> improve safety and traffic flow. They are looking for <br /> Planning Board comments . <br /> Mr. Mumford explained that they looked at accidents and ways <br /> to correct safety problems. <br /> They also developed a computer transportation model of Rte. <br /> 28 and 151 and the roads which feed into them. <br /> Future traffic projections : <br /> 5-year projections - projects which are expected to be on <br /> line by then. <br /> 15 years projections -- projects which are proposed, talked <br /> about but not approved. <br /> Between 1986--1988 Mashpee had 310 accidents <br /> Each year it is going up. There were 78% more in 1988 than <br /> 1985. Injury accidents are also going up. <br /> There is a strong correlation between curb cut density and <br /> accident rate . <br /> Tony asked how much did use of roadways increase during <br /> those years? <br /> Bob stated that traffic volumes increased roughly 5% each <br /> year, <br /> Louise asked how much did curb cuts go up? <br /> Bob responded that he will review the report to get that <br /> information. <br /> Pat asked if the time of year made a difference, was that an <br /> average rate? <br /> Bob stated that there were more accidents during summer <br /> months , tied in with increases in traffic volumes . <br /> Short term improvements: <br /> -Collins Rd -- trim the brush. <br /> -Commons North drive - suggest left turns out be eliminated. <br /> Police are enforcing. Recommend driveway be redesigned. <br /> -Mashpee Rotary - businesses with direct access and have <br /> potential for access other roads should start that process . <br /> 43 accidents in the rotary during 3 years . <br /> Quinequiset .Ave - recommend full evaluation of site <br /> distance and turn restriction. <br /> 5 - <br />
