A member of the public stated that no .one has proved that the <br /> development does not have adverse environmental impacts . <br /> Tony stated that no one has proven it has . The Planner ' s office is <br /> not staffed with a budget to handle these items . We can only do <br /> so much with the resources we have and. we try to do the best job <br /> that we can . <br /> Tony explained that he has taken the approach that he would like to <br /> see things proven scientifically but he has also seen in the last <br /> 6 years on the Board that nothing gets done unless someone just <br /> does it. <br /> There have to be some people in the community who are willing to <br /> come forward and try to do the best jab they can instead of just <br /> complaining about it amongst themselves . They cannot not give hard <br /> fast data but through experience of all the projects they have <br /> seen, they feel there are positive aspects of the bylaws which <br /> outweigh the negatives . When the negative aspects appear,, the <br /> Board corrects its mistakes and modifies bylaw accordingly. <br /> Mr. Molloy discussed "the treatment plant" and its effects. <br /> Tony stated it is not appropriate to discuss an application before <br /> the board without the applicant present. <br /> Tory commented that there is no proposal for a treatment p'lant for <br /> Buf f lehe ad Bay, no design, no location. There is one proposed at <br /> the Bopponesset Inn and one at the "conference center" project. <br /> A woman asked if commercial development would be on both sides 6f <br /> the road? <br /> Tom stated no the east side is commercial, residen-ia-1 on west <br /> side . <br /> The project will come under the cape Cod Commission Act. <br /> The Board will advertise next time that New seabury is before the <br /> Board on Buff 1 ehe ad Bay. <br /> Tony explained that for the Beard to review their letter. , (alluding <br /> to hydrogeologis t reviewing plans) they need formal document J,.tk h <br /> data which applies specifically to the matter , then it can be <br /> submitted to the Board. <br /> A member of the public stated that he. senses that the Board thin;s <br /> development is good for the town, from what he heard this evening. <br /> He has talked with the towns of Harwich and Dennis and another town <br /> in Western Mass . and they have found with development , especi ally <br /> commercial development , people think it will broaden the tam base <br /> and between 7 and 10 years it begins to cost the town money. Bo you <br /> have to let the owners develop everything that they want 7 <br /> Most of the cape is slowing down and why are we letting everyone <br /> develop things to the scale they want <br /> Louise stated that they Board has been requesting fiscal ct <br /> data because they share those concei ns .
