IF <br /> The Board is concerned about the preliminary work which was <br /> initiated but not completed and the clearing which occurred. <br /> Tony asked if the Board had modified the Special Permit to <br /> allow construction of units without a discharge permit? <br /> Becky smith presented a copy of the discharge permit which <br /> is effective from Nov. 10, 1988 to Nov 10, 1993 . <br /> Mr, Sokolovic stated that to date they have developed the <br /> pool and tennis as part of the amenities package and will <br /> have the road to the pool and the parking area completed. <br /> He does not know when the exactly the clubhouse will be <br /> completed. <br /> Tony stated that the Board is looking for an updated phasing <br /> schedule. They should prepare an inventory of all the items <br /> regarding phasing schedule and violations of special permit <br /> to be discussed with the Planning Board. <br /> Pat asked about the $125, 000 performance bond. They were <br /> granted a 90 day extension but it has not been re---posted. <br /> Mr. Sokolovic asked what the overall purpose of bond was ? <br /> To upgrade the sewage treatment system? <br /> Tom stated that it is to ensure improvement of the system if <br /> it began to show effects on Mashpe a River. <br /> Mr. Sokolovic asked of there was also an issue of the <br /> interest on the $125, 000, it was supposed to build to some <br /> additional figure? <br /> Tom reviewed the file and determined that it is supposed to <br /> be an- interest accruing account. <br /> The Board will review this further. <br /> Mr. Sokolovic asked what the Board would like to see as an <br /> temporary solution? <br /> Tony suggest pursuing the working relationship and keep it <br /> going on a regular basis and they would like see a response <br /> to some of the inquiries made. <br /> Mr, Sokolovic stated that there has been re-vegetation work <br /> done and they will submit the plans of what has been <br /> completed to date. <br /> Pat stated that it is an eyesore where it has been stripped <br /> and asked what they intend as an interim solution? <br /> Mr. Sokolovic stated that it is unfortunate that it occurred, <br /> presently they are discussing re-vegetating the area with <br /> grass and bushes. <br /> Tony suggested the Board review the plans before they do any <br /> work. <br /> Public Questions or Comments : <br /> Joanne Ferragamo -- had a question regarding the water <br /> monitoring program. Does someone do general monitoring, <br /> does anyone put all the tests together to see the impact on <br /> the River, and if not who should be doing it. There may be <br /> a cumulative effect. <br /> Tom stated that there is no town person to do that. <br /> Tony suggested it is an issue to bring up with the Board of <br /> Health. <br /> 4 <br />
