Proposed zoning bylaws for Jabs , Quashnet and whitings: <br /> Doug stated that the plan has not changed from the one <br /> submitted in 1988 . 3 months ago they submitted a sample <br /> zoning bylaw to allow that process to go forward. <br /> They would like the Board to articulate the issues which <br /> remain surrounding the whitings/Quashnet proposed zoning <br /> ordinance. They would like that to go to Town Meeting in <br /> the Fall . <br /> Doug explained that the January 17th submittal lists <br /> variances which would be requested. The Board asked them to <br /> an pursue an amendment to the by law instead which would <br /> include : <br /> -- 50 foot buffer between elderly housing and residential not <br /> critical . Tony suggested inviting Housing Authority in to <br /> find their opinion on this subject. <br /> -Community building may be used by the public (not for <br /> commercial purposes) . <br /> -- Alternative to provide land management plan for open space <br /> area, which the Board must- approve. Present CSID allows <br /> only 5% of dedicated open- space can be disturbed. <br /> Unmanaged open space Creates higher potential for disease <br /> and fire devastation, should .provide diversity. <br /> Tony stated that it is his opinion that the Board demand a <br /> proper land management plan be approved. <br /> Charlie stated that there should be a buffer between dense <br /> open space and developed area to protect from fire. <br /> Doug stated that they feel the bedroom definition is a <br /> problem, because it includes everything except kitchen, <br /> bathroom or dining room above 50 sq feet. The basis is <br /> wasterwater, if that is solved, what does it matter how to <br /> define bedroom. Should say x amount of capacity in <br /> wastewater treatment system and work from there. <br /> Pat stated there are multiple other reasons why the Town <br /> wants to look at number of bedrooms there are. <br /> Doug stated that they should figure out haw many homes <br /> Fields Point and the Planning Board feel are appropriate for <br /> this area and then design infrastructure to support i t. <br /> Tony stated that they must look at fiscal impact. <br /> Doug stated when the entire Mashpee Commons project is <br /> looked at there will be a net gain to the Town of Mashpee . <br /> Buff stated that they are simply suggesting it be done by <br /> unit, bedrooms are inappropriate for this use. <br /> Doug said they suggested Laying out roads and agreeing on <br /> number of units which will be brought in on an ANR basis. <br /> The Board and Fields Point discussed the plans for whitings <br /> Road. <br /> The road layout will not change from what is approved, but <br /> how many units are on each block will be up in the air . <br /> Tony asked them to give a. simulation of the impact of 85 <br /> homes on the Town - all impacts. They can then see what <br /> might have to be adjusted. They need a mathematical basis to <br /> grant the 85 units . <br /> 6 - <br />
