Winter 2017 (there is a time of year restriction for <br />spawning of winter flounder from January 15 — May <br />31). A contract has been awarded for construction <br />which will be scheduled for Fall 2017 (after Columbus <br />Day). This project is being funded through the <br />Community Preservation Act. <br />Replacement of the dock/float system at Ockway <br />Bay Boat Ramp was completed in time for the Summer <br />2016 boating season. In addition, racks were <br />constructed for storage of dinghies at the ramp, <br />removing them from the shoreline in an effort to protect <br />the salt marsh. This project was funded through the <br />Community Preservation Act. <br />Replacement of the dock/float system at the <br />Edward A. Baker Boat Ramp at Pirate's Cove was <br />completed in Fall 2016. Construction of dinghy racks <br />will be completed before the Summer 2017 boating <br />season. This project is funded through the Community <br />Preservation Act. <br />Erection of a picnic pavilion at John's Pond <br />Beach was completed before the start of the Summer <br />2016 beach season. The project was funded through <br />the Community Preservation Act. <br />Construction of a picnic pavilion with public <br />bathrooms at Heritage Park began in Fall 2016. Work <br />will resume in Spring 2017. The project is funded <br />through the Community Preservation Act. <br />Building Projects <br />An application was submitted to the <br />Massachusetts School Building Authority (MSBA) for <br />funding through their Accelerated Repair Program for <br />replacement of the windows at the Quashnet School. <br />The windows are original to the building's construction <br />in 1978 (addition in 1992) and are in poor condition. <br />The Town was invited to participate in the program. <br />Through the program, the Town will receive <br />reimbursement of approximately 38% of design and <br />construction costs. The Town began working with the <br />assigned Owner's Project Manager and Architect on <br />the project in September 2016. During the <br />investigation of the existing window systems, it was <br />recommended that the Town consider including <br />replacement of the roof. The window system and soffit <br />ties into the membrane roof and there is evidence of <br />significant water leaks (roof replaced in 1988/89). <br />Replacement of the roof was scheduled on the Town's <br />Capital Improvement Plan in FY18. The Board of <br />Selectmen and School Committee voted to include <br />replacement of the roof in the project in December <br />2016. The MSBA has agreed to the change in scope <br />(which will allow the same reimbursement). The Town <br />will be submitting schematic design plans and <br />construction estimates to the MSBA in March 2017 for <br />approval. Funding for the Town's portion of the project <br />will be requested in May 2017. If funding is approved, <br />construction would be proposed to start in late Spring <br />2018 and continue through Fall 2018. <br />Projects completed over the year on Town <br />buildings (all except the schools) were: renovation of <br />an office at Town Hall for the new Department of <br />Natural Resources; repairs to overheard doors at Fire <br />#1 and #2. <br />Over the year, the following work was completed <br />in the three school buildings: at Middle/High School - <br />flooring replacement in 2 classrooms, replacement of <br />elevator controller, replacement of operators for fire <br />doors, conversion of teacher's lounge to Falcon Cafe <br />for Culinary Arts program (Phase I); at KC Coombs <br />School — completion of upgrade of the HVAC system <br />(funded through Green Communities grant and <br />operating budget), renovation of one bathroom <br />Transfer Station <br />In 2016, the Town collected 3,537 tons at the <br />Transfer Station, a 3% decrease from 2015. <br />For recycling, 2016 was the sixth full year for <br />single stream recycling at the Transfer Station. With <br />single stream recycling, all materials including <br />newspaper, paper, magazines, cardboard, plastics, <br />glass, and metal cans can now be recycled together in <br />one container instead of separating it into 9 different <br />containers. <br />Below is a list of some of the materials collected <br />at the Transfer Station with a comparison of the <br />quantities collected in 2015 versus 2016.
