Report of the <br />Waterways Commission <br />To the Honorable Board of Selectmen and the <br />Citizens of the Town of Mashpee: <br />The Mashpee Waterways Commission presently <br />meets on a monthly basis at the Town Hall to deliberate <br />on Waterways related topics. Our goal is to maintain <br />and improve our waterways, thus improving safety of <br />boaters on the bays, lakes, ponds and rivers. We also <br />strive to help the improvement of our water quality. <br />We work closely with our Harbormaster, Shellfish <br />Constable (who are now a part of the newly established <br />DNR Department) and the Department of Public <br />Works. We oversee improvement dredging projects, <br />maintenance dredging projects, the water -quality <br />measurement process, and public access to the waters. <br />Maintenance Dredging <br />Our dredging efforts in 2016 were consumed by <br />the dredging of the Popponesset Approach Channel in <br />Nantucket Sound and the Popponesset Bay Inner <br />Channel. These projects enable us to replenish the sand <br />of the Popponesset Spit, which is the primary protector <br />of our Bay, and a primary nesting area for migrating <br />Plovers and Least Terns. We also spent many hours <br />working to establish an alternate sediment disposal site <br />for our Waquoit Bay dredging projects on South Cape <br />Beach on the State property area. <br />Public Access <br />We worked in concert with the Harbormaster, <br />Shellfish Constable, Conservation Agent and the <br />Department of Public Works on ramp floats and <br />walkways, signage, and dinghy rack storage at our <br />Ockway Bay Ramp, our Pirates Cove/Ed Baker Ramp <br />and our Great River Ramp. The need for a double wide <br />ramp was addressed for Great River. That project has <br />resumed and is in the engineering/permitting process. <br />The conclusion of the project will be driven primarily <br />by the permitting process. <br />Comprehensive Dredge Permit <br />We had filed for a Town Comprehensive <br />Dredging Permit back in 2013. We followed that <br />through the year with our consulting engineers and the <br />many State and Federal agencies with whom we have <br />to interface. That permit was finally secured in <br />September 2016. <br />Additional Waterways Commission Duties <br />Please review the 2015 Waterways Report for the <br />lengthy list of additional duties of our Commission. <br />The Commission wishes to thank the Town <br />Manager and the Board of Selectmen, as well as the <br />Harbormaster, Conservation Agent, Shellfish <br />Constable, and DPW Director for sharing their <br />expertise, and for providing their assistance in all that <br />we do. The Zoning Board of <br />Appeals has the following powers: <br />• To hear and decide Appeals in accordance with <br />M.G.L. Chapter 40A §8. <br />• To hear and decide Petitions for Special Permits <br />in accordance with M.G.L. Chapter 40A §9. <br />• To hear and decide Petitions for Variances as set <br />forth in M.G.L. Chapter 40A § 10. <br />• To hear and decide Appeals of a <br />Decision/Opinion of the Building Commissioner <br />in accordance with M.G.L. Chapter 40A § § 13 and <br />14. <br />• To hear and decide Petitions for Comprehensive <br />Permits under M.G.L.
