dal <br />16 Great Neck Road North <br />Mashpee, Massachusetts 02649 <br />interest in the 2007 Open Space Plan. He posed the question to the property owner for the town to <br />purchase to expand open space acquisition and the property owner is interested. The most prudent <br />pathway would be to submit jointly with the Planning Department and Conservation as a request for <br />funding with the amount conditional of a third party appraisal. Having a willing property owner is great. <br />He put a draft letter of support in the packet, it shouldn't come from the Chair as she sits on the CPC. If <br />she will vote on the CPC she will not vote here. He included a draft of the application, it is pretty well <br />complete, and he is suggesting the Board obtain letters of support. This is developable land for single <br />family homes and is going to be expensive in consideration to market trends. Identifying partnerships <br />will be important. He met with MA Fish and Wildlife but they may need to seek additional funding. He is <br />seeking Planning Board support for submission to the CPC to get the ball rolling. He is hoping the CPC <br />would fund the initial appraisal that is compliant with yellowbook standards. He is not 100% sure what <br />that means, that was a suggestion from MA Fishery and Wildlife. This doesn't come up all the time. In <br />consideration of what is already protected, this is a modest 8 acres, and given its continuity with <br />adjacent conservation land, and the potential to expand the trail network, it seems like a good parcel for <br />open space. <br />MOTION: <br />Mr. Balzarini made a motion to submit an application to the CPC for purchase of this 8 acre <br />parcel of open space on 751 Main Street, in conjunction with Conservation, signed by the Vice <br />Chair. Seconded by Mr. Fulone. All in favor. Ms. Waygan abstained. <br />Clean Water Initiative <br />Ms. Waygan noted this is a high priority item for the town in an effort to improve water quality. The <br />Select Board convened and they are supposed to meet again but they are looking at what is in the <br />jurisdiction to protect and improve the water in town. She would like to start this again and she asked <br />Mr. Lehrer to look at the rules and regulations, bylaws, storm water, and Special Permit designs. She is <br />putting this out to Board members and the public. She is looking for ideas that would improve water <br />quality and to bring them forward. Cluster subdivisions require mitigation strategies. Run off water has <br />to go to vegetation, this may be a public information session. Natural Resources devoted a discussion <br />about ponds for homeowners and the dangers of fertilizer. She would like to keep this on the agenda. <br />The Chair called for Public Comment and recognized Paul Colombo. <br />Paul Colombo- He is the current Secretary of the Mashpee Conservation Commission. He would like <br />to speak as a full time Mashpee resident and inform the Planning Board on what they have been <br />working on within the Commission, primarily update on their most recent meeting from May 26, 2022. <br />He came to Mashpee 6 years ago as a retired school teacher within the environmental and physical <br />sciences. He was largely involved with the National Science Foundation as well as having extensive <br />background working on Conservation Commissions within the towns of Clinton and Leominster. He <br />brings a unique perspective. We don't all agree on everything but we do work together as a team. As <br />everyone is aware, we have a major issue on our hands in Mashpee. The focus is on sewer and this <br />will be a long arduous winding road for all of us to navigate. When he was the Chair of the Commission <br />13 <br />
