16 Great Neck Road.North <br />.'Alashpee, 34assachusetts 02649 <br />MOTION: <br />Mr. Balzarini made a motion to continue the Public Hearing to July 20, 2022 at 7:10p.m. <br />Seconded by Mr. Fulone. All in favor. <br />OLD BUSINESS <br />LCP Update <br />Assessment of 1998 Coastal Resources Chapter <br />Mr. Lehrer stated similar to the last assessments he provided the format is different here, reflective of <br />varying implementation plans for the chapters. The action defined is in bold. Each sub bullet represents <br />findings of additional research and staff interviews. Coastal Resources element centers around 5 goals: <br />maintain water quality, enhanced public access to coastal resources, minimize/prevent loss of life or <br />property damage due to storms, provide safe navigations on waterways, and enhance the town's <br />economic coastal resources without degrading those resources. Short and midterm actions are focused <br />around nine main issue areas. Those areas are water quality monitoring, storm water runoff, nutrient <br />loading, aquaculture, shellfisheries and docks, public access, dredging, and emergency plan. He <br />thanked the Shellfish Warden for his time and helping prepare and conduct the research. He laid out <br />under each of the nine categories the goal/ action defined in the plan with a sub bullet that dives into <br />work already done or being worked on to provide insight to where we stand. Much of these goals are <br />being addressed by the town in some variable form that was defined in the 1998 action plans. For <br />example, water quality calls for in house testing total nitrogen and developing water quality sampling <br />programs in house. It is happening in coordination with local partners like the Department of Marine <br />Fisheries and the Umass Dartmouth sampling program. Total nitrogen testing has never been <br />purchased in house. DNR felt the current volunteer program is adequate. They did note there is a <br />growing interest from their department to begin investing in equipment to make them readily able to test <br />for varying harmful blooms and species identification for algae to address cyanobacteria blooms more <br />readily. The town has purchased real time water quality monitoring devices. Parameters for testing <br />water quality are reevaluated each summer. There were goals about internal administration and <br />maintenance of files pertaining to groundwater monitoring data. The Planning Department does get <br />reports from those Special Permits that are required to test groundwater as well as wastewater <br />treatment facility. There isn't a maintained file in house with exception to water quality data. <br />Additionally, many cluster sub divisions that condition those approvals on water quality programs as <br />properties transfer and associations fall out as they become less organized those groundwater <br />requirements are falling out of knowledge. We may want to consider engaging with those homeowners <br />to ensure those requirements are being met. Spring Hill near Santuit Pond would require some <br />intensive groundwater program. Water quality assessments are provided annual. There was an action <br />to expand activities of the water quality task force which is no longer active. Next section comprising of <br />actions include storm water runoff specific to Santuit River and Popponesset Bay. The town is currently <br />investing in cleaning up Santuit River and Pond with action grant money. The town is implementing <br />various programs. There is a storm water runoff mitigation program and currently there is no program in <br />place with exception to the MS4 permit. Maintaining the minimum requirements does not include <br />
