We should go above and beyond and consider an action to treat for nutrients at storm water <br />collection sites. <br />Mr. Lehrer continued that going above and beyond minimum standards set by the state would impact <br />the ability to enforce. Storm water policies are current. There was a storm water drain painting program <br />that never occurred, the plan notes they occurred in Falmouth painted a storm drain to communicate <br />outfall of where it goes so people have awareness of where it is going i.e. groundwater or wetland. Thai <br />has not been prioritized but DNR is considering enhancing the program so it could help identify drains <br />outfalls. The adopt a drain program could help with that. Nutrient loading goal to establish a working <br />group to study management options. The Sewer Commission was the body studying those nitrogen. <br />BOH is currently assisting and evaluating potential for IA septic technologies and conflicts with title 5. <br />Goal of loading nutrient data into Town GIS, unsure by this action or what was intended. Referred to <br />max daily loads for water sheds, we will need to follow up. A goal of following up sampling of 1997 <br />water quality of Poppy Bay, which Brian Howes gets at in his annual report. Lobbying state legislatures <br />for title 5 we weren't able to discern what activities have occurred around lobbying, so he will check in <br />with health agent if any lobbying activities occurred. Regularity boards adopt regulations for nitrogen <br />management. For new Cluster subdivision require new installation of IA, we have allowed title 5 for <br />payment in lieu of for purchase of shellfish seed to enhance program. BOH requires dinitrogen systems <br />for any use for any that exceeds 6,000 gallons a day. PB requires vegetative soils for special permit <br />projects. There may be conflicting regulatory requirements with BOH who require subsurface infiltration <br />in some areas. Amend water quality zoning bylaw as follows to be based on mass loading approach. <br />Three areas to two acres unless dinitrogen septic are used or connected to a treatment plant. Amend subdivision <br />rules to limit tree clearing. He wants to look at subdivision rules and regulations. He does need to <br />review this to ensure the language is in there. <br />Ms. Waygan stated she remembers they modified subdivision and something about limit of lawn area. It <br />was an established neighborhood and some families had children and came back to ask if they could <br />have a lawn in the back. It's not so much clearing trees its lawn space. <br />Mr. Lehrer will do a thorough review of subdivision rules. There is a lot in the land use growth <br />management section pertaining to zoning.
