16 Great Neck Road North <br />-%Iashpee, Nassachusetts 02649 <br />How should the town prioritize the use of that land? The list will have housing, open space, or <br />commercial. Mr. Lehrer will come up with a list. She opts for all three descriptions for housing: <br />workforce, affordable, and attainable. <br />Mr. Balzarini asked the difference between workforce and attainable housing. <br />Ms. Faulkner stated those items need to be defined. <br />Ms. Waygan clarified that affordable serves low income, 80%AMI or lower, the state finally defined work <br />force, its 60%-120%AMI. It's like affordable housing for workers. People want to know if there is an <br />income requirement. <br />Mr. Lehrer stated the big challenge with how to frame these questions is housing is becoming <br />unattainable for so many income groups, it exceeds the 120% threshold. The attainability is the <br />problem, it's getting harder. We have to be nuanced in how we approach these questions. He <br />understands the cost benefits of each approach, but the need is not just about addressing certain <br />incomes, it's a broader category of people. <br />Ms. Waygan has seen towns come together and change bylaws that include density because it was <br />housing that was going to serve lower to moderate income. We want to gauge the interest in that. <br />Mr. Lehrer does not disagree, he thinks it's important to frame questions consistent and in recognition <br />of the problem. He doesn't want to leave a critical mass of the population out of the questions being <br />asked. If we could produce hundreds of deed restricted affordable housing units, a massive portion of <br />people trying to live and work here would not qualify. <br />Mr. Martin sited the Urban Land Institute as having some definitions they can go over to define <br />workforce vs. affordable. He would suggest they follow their definitions. <br />Ms. Waygan commented they are now on economic development. She suggested to Mr. Lehrer after <br />we get this all through, one action item will be addressing zoning changes. If we keep these questions <br />about what people want to see in parts of route 28 or the rotary, we are going to have to include maps. <br />At the end we would have a charrette with all the maps. <br />Mr. Fulone corrected a typo in question one, he also asked why we qualify housing as luxury, as <br />opposed to just housing. <br />Mr. Lehrer noted that is a carryover from the 1998 document, he would propose striking the usage of <br />luxury. <br />Ms. Waygan noted they will keep question two. <br />14 <br />
