16 Great Neck PwadXorth
Nashpee, Nassachusetts 02649
Meeting with EDIC July 261' regarding redevelopment opportunities in Mashpee
Ms. Waygan asked what time the meeting starts.
Mr. Lehrer believes the start time is 6:OOp.m.
Ms. Waygan would like to post a meeting notice in case the Board shows up in quorum. This meeting is
to discuss thoughts about redeveloping some proprieties and possibly amending zoning bylaws to offer
incentives for that to happen.
Mr. Lehrer produced a list of properties with maps that he would like to provide at the meeting to gather
thoughts.
Ms. Waygan stated it's a public meeting so everyone is invited to attend.
Discussion of issues at the Ockway Highlands subdivision and conditions of the Special Permit
relative to traffic.
Mr. Lehrer stated his office received more than one comment/ question/ concern relative to traffic
mitigation conditions contained in the Ockway Highlands Special Permit. There are two conditions
pertaining to traffic mitigation that he wanted to remind the Board and seek guidance on what he should
do with the developer. One is the donation of $3,000 into an account to be held by the Treasurer for the
purchase by the Town for a flashing radar signal. That check has never been collected. There was
natural resources mitigation requirement for shellfish seed, which the developer did contribute. He can
follow up tomorrow as he is meeting on site at 9:OOa.m. with the consulting engineer and developer to
discuss some issues. He will make the expectation clear while he still has homes to construct in the
subdivision. Once they have clarity on the flashing sign, when and if it can be procured, as well as
installation with DPW, he will notify the neighborhood responding to their concerns with some clarity on
when they can see the obligation met.
Ms. Waygan stated this will cover the costs of a four way stop sign.
Mr. Lehrer noted additionally, there was a condition regarding the intersection of Degrass Road, Tracy
Lane, and Gia Lane for the installation of a four way stop sign by the developer. The neighborhood,
upon a successful petition to Select Board, to authorize such signs. He is going to clarify that
requirement with the neighborhood. It's up to them to petition the Select Board for stop signs,
depending on their approval, it will be up to the developer to purchase and install stop signs.
Additionally, there remains storm water and drainage concerns, 7 of the 8 catch basins need attention,
as they were plugged with sediment. They are meeting with Mr. Pesce to manage those issues as well.
The slopes were re-loamed and there are plans to hydroseed in the fall, but these issues with the
basins will be addressed tomorrow and Mr. Pesce will be at the next meeting to provide a report to the
Board.
3
