She doesn't know if that militates against Boston being a city and Mashpee being <br />a suburb, she doesn't think so. She also referenced figure 6, travel time to work. It shows that 40% of <br />Mashpee residents spend 15-29 minutes traveling and 28% have less than 15 minute commute. 68% <br />only travel a short distance, while 9% commute to Boston, fitting in the 60+ minute category. This data <br />also tells her that Mashpee is not a suburb of Boston. <br />Ms. Waygan thinks what she was trying to say regarding figure two, for every location there is an equal <br />number of people coming into Mashpee as there are leaving Mashpee. She noted in section 9.2, the <br />last sentence about impact of transportation systems on town resources, community character, and <br />quality of life. She wants to add environmental quality. Road run off is a nutrient load on our waters. <br />Section 9.3, she thinks they should add a list and description of the importance of ancient ways. There <br />are people who still hunt and gather in Mashpee and ancient ways are part of that. The dirt road on <br />Ashumet Road at the dead end, does the transportation chapter cover those dirt roads? They should be <br />added as well. A lot of them are gated and a lot of people don't want them gated because they use <br />them to get from one place to another in town. <br />Mr. Balzarini stated those gates prevented a lot of dumping. <br />Ms. Waygan commented the roads are large dirt roads people used to travel before the gates were <br />installed. She would like to add crosswalks because a good crosswalk in town is rare. She thinks its <br />important they are noted. She thinks there should be more data on CCRTA ridership for Mashpee <br />residents. The next piece is the American Community Survey data on the volume of commuter traffic. <br />Does the Mashpee senior center have a van service? That needs to be added. Medicaid is starting to <br />offer wraparound services. They offer medical transport to appointments. They should find data on <br />Uber and Lyft, she has heard some parents say it is cheaper to have a set account than to buy their <br />child a car. She has seen people take Uber and Lyft home. She would like information about the CCC <br />TIP (transportation improvement program) process. The Mashpee rotary study and route 28 study, a lot <br />of people took interest, if they could get a summary from CCC about what studies they are doing and <br />what that TIP process is. Some roads are on the TIP list, improvements need a 25% match. That's how <br />you get state and federal money. The Mashpee rotary study ended up with a recommendation to retrofit <br />the rotary, it would be nice to know what's going on with that. There is also a rotary proposal for Rt. 130 <br />out here by the Town Hall. That would be good to mention. Section 933 references census maps. They <br />could have a map of the census. Section 935, the major arterial roads are bulleted, the minor arterial <br />roads should be as well. Under pedestrian and bicycle accommodations, first and second paragraph <br />strike center of town. We affirmed in 2022 Town Meeting that the town center is Town Hall area. Under <br />parking, she believes the state also owns that parking lot at South Cape Beach but also Mashpee <br />Wakeby Pond boat ramp parking lot. Under parking, it talks about parking around the rotary, and <br />Mashpee Commons, "Mashpee's commercial hub", strike that because there are other commercial <br />areas in town and she wants a level playing field. Under issues to be dealt with, we have a <br />transportation network gap at the rotary, with lots of open space north and south of the rotary, bike <br />paths, walkways, and then when you get to the rotary it's dangerous trying to cross, and there are <br />network gaps at rotary.
