The Select Board agreed to increase the late fee to $100. <br />If mooring renewals are not paid in full by March 31" the permit will be revoked. This will improve operational <br />efficiency, and allow the Harbormaster to begin mooring organization pursuant to the recommendations of the <br />Harbor Management Plan. <br />Motion made by Selectman Sherman to include and support the Mooring Regulations; Late Fee Structure <br />to $100 as amended. <br />Motion seconded by Selectman O'Hara. <br />VOTE: Unanimous. 4-0. <br />Roll Call Vote: <br />Selectman Weeden, yes Selectman Cotton, yes Selectman O'Hara, yes <br />Selectman Sherman, yes Opposed, none <br />Wetlands Bvlaw Fertilizer Floodw Zone. Buffer Zone . Pages_ 13-21: <br />Ashley Fisher, DNR Director and Andrew McManus, Conservation Agent reviewed the intent of the Wetlands <br />Bylaw modifications. The Wetlands Bylaws were initially adopted in 1988, and amended thereafter with the <br />most recent modification in 2018. <br />The Bylaw and its regulations apply to activities within Mashpee's wetlands, related water resources and <br />adjacent lands. Changes would be in line to what has been proposed for Flood Insurance. Recommended <br />language increases protections to buffer zones, protects existing vegetation and limits impervious areas. <br />Discussion followed regarding the increase of buffer zones and naturally vegetated buffer areas to minimize <br />erosion, siltation, loss of groundwater recharge, water quality and wildlife habitat. <br />It was agreed this would require public education and outreach as well as enforcement. It was noted the Towns <br />of Orleans and Nantucket are moving forward with lawn fertilizer bans. <br />Of noted concern was Performance Standards (page 17) protecting wetland values, no new structures; bulkhead, <br />revetment, seawall, groin or other coastal engineering structure shall be permitted on or withing 150' of a coastal <br />bank unless the coastal engineered structure is permitted when required to prevent storm damage to buildings. <br />The strict requirement may affect less than 50 homes. Other lots may be unbuildable or within areas containing <br />rare species habitat. <br />
